<br />At a Regular Meeting of the City Council on Tuesday, July 8, 2014, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth
<br />M. Psimas, Dr. Curtis E. Edmonds, Sr. City Manager John L. Rowe, City Attorney
<br />George M. Willson.
<br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of
<br />a Called Meeting of June 16, 2014, of a Called Meeting of June 23, 2014, of a Called
<br />Meeting of June 24, 2014, and of a Regular Meeting of June 24, 2014, and was adopted
<br />by the following vote:
<br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright
<br />Nays: None
<br />- City Manager's Report -
<br />14 - 267 -Adoption of an ordinance accepting a grant in the amount of $365,797
<br />from the U.S. Department of Agriculture and appropriating said funds in the FY
<br />2014-15 Grants Fund for the Summer Food Program. Vision Principle:
<br />Neighborhoods and a Sense of Community.
<br />Background:
<br />• The City of Portsmouth has received a grant through the Virginia Department of
<br />Health from United States Department of Agriculture (USDA) for the Summer Food
<br />Program for more than 29 years, administered by the Department of Parks, Recreation
<br />& Leisure Services.
<br />• Each year the program has grown to accommodate more churches, civic
<br />organizations, schools and recreation locations.
<br />• The program provides meals during the summer months when children are out of
<br />school, and therefore the free and reduced school lunch program is not available.
<br />• The Department of Parks, Recreation & Leisure Services has a signed
<br />agreement with Portsmouth Public Schools, Food Services Division to provide the
<br />meals for this program.
<br />Discussion:
<br />• The USDA Summer Food Service Program for 2014 will include 34 sites
<br />consisting of Summer School sites, faith based childcare programs, community
<br />organizations and City of Portsmouth Recreation sites.
<br />• It is estimated that the program will serve 79,357 breakfasts (2,235 daily), 65,549
<br />lunches (1,562 daily), and 6,080 suppers (520 daily).
<br />Financial Impact:
<br />• There is no City cash match required. The grant is a total reimbursement grant
<br />based on the number of meals served.
<br />Staff Recommends:
<br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of
<br />Community.
<br />Next Steps Following Council Action:
<br />• The full implementation of the USDA Summer Food Service Program throughout
<br />the summer of 2014.
<br />Motion by Mr. Edmonds, and seconded by Mr. Moody, to adopt the following
<br />ordinance, and was adopted by the following vote:
