June 24, 2014 <br />WHEREAS, significant changes in project scope and cost increases due to <br />unknown field conditions, including the replacement of a 16-inch waterline and storm <br />sewers and the restoration of brick sidewalks, have resulted in additional construction <br />costs that will exceed 25% of the original contract amount; and <br />WHEREAS, Section 12-183 of the City Code requires Council approval to <br />exceed an original contract amount by more than 25% or $50,000, whichever is greater; <br />and <br />WHEREAS, while it is projected that the final project cost will be $13,821,417, <br />funding for the additional project costs is available in the Public Utilities Capital <br />Improvements budget. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that, pursuant to Section 12-183 of the City Code, the Director of Public Utilities <br />is authorized to expend the additional funds necessary to complete the Quadrant 1 of <br />the Downtown Master Utility Plan Water and Sewer Rehabilitation Project within the <br />budget projected above." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />14 - 246 -Adoption of an ordinance to amend Chapter 10 pertaining to the Voting <br />Places for Precinct No. 29 and Precinct No. 34. Vision Principle: Efficient, <br />Responsive Government. <br />Background: <br />• The listed name for the voting place for Precinct No. 29, Saint Andrew's United <br />Methodist Church, needs to be amended to include the full spelling of the word "Saint" <br />and the addition of the word "United." <br />• The voting place for Precinct No. 34, Gourley Chesed Synagogue, located at <br />3110 Sterling Point Drive, needs to be moved at the request of the synagogue's <br />congregation. <br />Discussion: <br />• City Registrar Deloris Overton Short has requested that the City Code be <br />amended to reflect an accurate facility name for the voting place for Precinct No. 29. <br />• The proposed ordinance will update the City Code regarding the voting location <br />for Precinct No. 29. <br />• The Portsmouth Electoral Board recommends moving the voting place for <br />Precinct No. 34 due to the synagogue congregation's request. <br />• The Churchland Branch Library, located at 4934 High Street West, has agreed to <br />serve as a voting place beginning November 4, 2014. <br />• While the proposed voting place is beyond the precinct's boundary line, it is <br />within one mile of the precinct boundary line, as permitted under Virginia Code §24.2- <br />310. <br />• It is handicapped accessible and has four (4) handicapped parking spaces and <br />sixty-one (61) regular parking spaces. <br />• Precinct No. 34 currently has 1,663 registered voters. <br />Financial Impact <br />• The financial impact will be minimal. Voters registered in the precinct will be <br />notified of the changes as required by Virginia Code §24.2-306. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Efficient, Responsive Government. <br />Next Steps Following Council Action: <br />• The General Registrar will notify voters of the new precinct location in a timely <br />manner and will advertise the change in the local newspaper. <br />
