June 24, 2014 <br />Background: <br />• The City must amend the FY 14 Budget to appropriate funds that previously were <br />posted to the donations fund, but which should be classified as General Fund <br />expenditures. These expenditures include museum operations, tourism gift shop <br />operations, the Junior Golf program and certain Social Services activities. <br />Discussion: <br />• The City has historically maintained a Donations Fund, which has been used to <br />account for certain special activities, most notably Museum operations. <br />• Staff has reviewed these activities and has determined that most of them should <br />be accounted for in the funds related to their operations, primarily the General Fund. <br />• The attached ordinance will appropriate the FY 2013-14 Expenditures related to <br />these activities to the appropriate funds. <br />Financial Impact: <br />• The attached ordinance increases General Fund expenditures by $696,727, <br />Social Services Fund expenditures by $6,602 and Golf Fund expenditures by $6,712. <br />The Donations Fund will transfer a total of $710,041 to these three funds, so the net <br />impact to each fund is revenue neutral. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Efficient, Responsive Government. <br />Background: <br />• The Town of Boykins, Virginia Police Department is in need of additional <br />bicycles to assist with patrol efforts. Because of budget constraints, they lack the <br />funds to purchase new police bicycles and are seeking assist to acquire these items. <br />• The Portsmouth Police Department (PPD) has identified two police bicycles <br />within its inventory that are no longer being used. <br />Discussion: <br />• In a letter dated April 17, 2014 addressed to PPD, the Boykins Police <br />Department is requesting the donation of two used police bicycles to its small agency <br />that currently has one bicycle for patrol use. <br />• PPD has identified the following bicycles: <br />o White Cannondale Police Bicycle (Serial #GHB1-030291716) <br />o White Cannondale Police Bicycle (Serial #GHB1-030219284) <br />• These bikes are valued at $200.00 each. <br />Financial Impact <br />• There is minimal financial impact. <br />
