June 24, 2014 Background: • The City must amend the FY 14 Budget to appropriate funds that previously were posted to the donations fund, but which should be classified as General Fund expenditures. These expenditures include museum operations, tourism gift shop operations, the Junior Golf program and certain Social Services activities. Discussion: • The City has historically maintained a Donations Fund, which has been used to account for certain special activities, most notably Museum operations. • Staff has reviewed these activities and has determined that most of them should be accounted for in the funds related to their operations, primarily the General Fund. • The attached ordinance will appropriate the FY 2013-14 Expenditures related to these activities to the appropriate funds. Financial Impact: • The attached ordinance increases General Fund expenditures by $696,727, Social Services Fund expenditures by $6,602 and Golf Fund expenditures by $6,712. The Donations Fund will transfer a total of $710,041 to these three funds, so the net impact to each fund is revenue neutral. Recommended Action: • Adoption of the ordinance. Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None 14 - 250 -Adoption of a motion allowing the City of Portsmouth Police Department to donate two used police bicycles to the town of Boykins Police Department. Vision Principles: Efficient, Responsive Government. Background: • The Town of Boykins, Virginia Police Department is in need of additional bicycles to assist with patrol efforts. Because of budget constraints, they lack the funds to purchase new police bicycles and are seeking assist to acquire these items. • The Portsmouth Police Department (PPD) has identified two police bicycles within its inventory that are no longer being used. Discussion: • In a letter dated April 17, 2014 addressed to PPD, the Boykins Police Department is requesting the donation of two used police bicycles to its small agency that currently has one bicycle for patrol use. • PPD has identified the following bicycles: o White Cannondale Police Bicycle (Serial #GHB1-030291716) o White Cannondale Police Bicycle (Serial #GHB1-030219284) • These bikes are valued at $200.00 each. Financial Impact • There is minimal financial impact.
