June 24, 2014 <br />• On May 13, 2014, City Council appropriated $378,935 in unspent School Activity <br />Funds remaining June 30, 2013. This appropriation was to the Other Funds -School <br />Activities Fund Portion of the FY 2013-14 Education Fund. However, the Schools <br />currently do not centrally account for the School Activities Fund activities and they <br />booked this re-appropriated revenue to their General Fund, and budgeted the monies in <br />the Instruction classification for each School, to be used for School Activities. <br />Discussion: <br />• Initially, the Portsmouth School Board indicated by category how much money <br />was needed during the fiscal year. <br />• After a review of the expenditures for Fiscal Year 2013 - 2014, the Portsmouth <br />School Board determined that there was a need to adjust some of the categories <br />funding level in order to meet project cost for the remainder of the year. <br />• In addition, the Schools are requesting that City Council appropriate the <br />$378,935 in unspent School Activities Funds to the School General Fund. <br />• On March 20, 2014, the Portsmouth School Board passed a resolution <br />requesting that City Council realign its categorical funding to reflect the following: <br />Categories <br />Instruction <br />Administration <br />Attendance and Health <br />Pupil Transportation <br />Operation & Maintenance <br />Facilities <br />Technology <br />Fund Transfer <br />Total <br />Current Appropriation <br />$97,503,387 <br />3, 981, 959 <br />2,551,615 <br />6, 408, 649 <br />11, 718, 093 <br />4, 999, 974 <br />4, 556, 401 <br />2,592,215 <br />134,312,293 <br />Appropriation Adjustments <br />$97,882,322 <br />4,161, 959 <br />2,551,615 <br />6,242,252 <br />15, 955, 702 <br />113, 290 <br />4, 722, 798 <br />3, 561, 290 <br />135,191,228 <br />Financial Impact: <br />• The appropriation will increase and decrease certain categorical level of funding <br />in the Fiscal Year 2013 -2014 Portsmouth Public Schools Operating Budget. It will also <br />appropriate the $378,935 in unspent School Activity Funds remaining at June 30, 2013 <br />to the Schools General Fund instead of the School Activities Fund. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Quality of Life and Lifelong Learning <br />Community. <br />Next Steps Following Council Action: <br />• Finance will complete the necessary budget adjustments. <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO REALIGN FY 2013-14 CLASSIFICATION FUNDING FOR THE <br />PORTSMOUTH PUBLIC SCHOOLS OPERATING BUDGET AND TO TRANSFER <br />THE SUM OF $378,935 FROM THE OTHER FUNDS-SCHOOL ACTIVITIES FUND <br />PORTION OF THE FY 2013-14 EDUCATION FUND TO THE INSTRUCTION <br />CLASSIFICATION OF THE FY 2013-14 EDUCATION FUND." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 249 -Adoption of an ordinance to transfer $696,727 from the Donations <br />Fund to the FY 2014 General Fund, $6,602 from the Donations Fund to the FY <br />2014 Social Services Fund, and $6,712 from the Donations Fund to the FY 2014 <br />Golf Fund and to appropriate $696,727 in the FY 2014 General Fund Operating <br />Budget, $6,602 in the FY 2014 Social Services Fund Operating Budget, and <br />$6,712 in the FY 2014 Golf Fund Operating Budget.
