June 10, 2014 <br />Discussion: <br />• On April 8, 2014, HUD announced the grant renewals for the S+C grant for the <br />FY2014-15 funding but did not include the SHP case management services. <br />• As June 30 rapidly approaches, HUD has not completely funded SHP requests of <br />cities across the United States; it is not likely that it will announce the funding prior to <br />the start of the program year. This will impact the administration of the S+C program. <br />• Without the funding for case management, BHS cannot effectively administer the <br />S+C program and comply with HUD regulations. If HUD's requirement of case <br />management is not met, then none of the HUD S+C funding ($457,188) can be spent, <br />and two positions will be lost due to lack of funding. <br />• BHS is requesting the appropriation of $71,083 to fully fund the two case <br />managers' positions in order to maintain services for Portsmouth's homeless citizens <br />and to comply with HUD requirements. <br />• This appropriation of $71,083 in the FY2014-15 BHS Fund includes a 3% salary <br />increase which is effective July 1 for City employees who are full-time general wage <br />employees and non-seasonal, non-temporary part-time employees. <br />• In the event HUD awards supplemental funding for 2014 Continuum of Care to <br />include SHP, the full amount of the City appropriation will not be spent. <br />Financial Impact <br />• The appropriation of the additional $71,083 to the FY2014-15 BHS Fund will be <br />from the unassigned General Fund balance. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• The City Manager will ensure the necessary steps to complete the transfer of <br />funds. <br />• BHS will continue case management services that effectively support the Shelter <br />Plus Care housing grant as required by HUD. <br />Motion by Mr. Edmonds, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE $71,083 IN THE FY 2014-15 BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR CASE MANAGEMENT SERVICES TO <br />ADMINISTER THE SHELTER PLUS CARE GRANT PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 220 -Adoption of two resolutions authorizing the City Manager to execute <br />deeds of easement in favor of the Hampton Roads Sanitation District. Vision <br />Principles: Efficient, Responsive Government and Change and New Directions. <br />(a) A resolution authorizing the City Manager to execute an easement to <br />Hampton Roads Sanitation District on property owned by the City of Portsmouth <br />on Holland Road in the City of Suffolk, Virginia for the purpose of installing, <br />relocating, upgrading, and/or maintaining sanitary sewer facilities. (Electronic <br />Roll Call) <br />(b) A resolution authorizing the City Manager to execute an easement to <br />Hampton Roads Sanitation District on property owned by the City of Portsmouth <br />in the 1200 block of South Street for the purpose of installing, relocating, <br />upgrading, and/or maintaining sanitary sewer facilities.
