May 13, 2014 <br />(d) S-14-01 PORTCENTRE COMMERCE PARK - Ordinance granting the <br />request of Jeffrey S. Miller, Assistant City Attorney, to close Henry <br />Street between Effingham Street and Green Street, combining the <br />right-of-way with other properties to the north and south owned by <br />the City of Portsmouth. The Comprehensive Plan's Generalized <br />Future Land Use Map recommends this area for Mixed Use <br />Employment. Vision Principle: A Robust Economy for Working Men <br />and Women. <br />There were no speakers. <br />Motion by Ms. Randall, and seconded by Mr. Meeks, adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO CLOSE A PORTION OF HENRY STREET BETWEEN EFFINGHAM <br />STREET AND GREEN STREET." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />(e) UP-14-08 DOWNTOWN -Sharon D. Hoel, agent for The Whitmore Company, <br />requests a use permit to construct amulti-family apartment building <br />containing approximately 46 residential units that exceeds the <br />allowable density in the Downtown (D1), T4 sub-district. The <br />property contains 0.87 acres and is located at the northwest corner <br />of the intersection of Washington Street and County Street at 600 <br />Washington Street. The property is owned by <br />WES TEX Properties LLC. The Comprehensive Plan's Generalized <br />Future Land Use Map recommends downtown mixed use <br />development with a permitted density of up to 12 units per acre <br />whereas 51.43 units per acre is proposed. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />There were no speakers <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to concur with the <br />recommendation of the Planning Commission that UP-14-08 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />14 - 182 -Adoption of an ordinance repealing Chapter 31.1 of the Code of the City <br />of Portsmouth, Virginia (2006) and adopting a new Chapter 31.2 pertaining to <br />stormwater management in accordance with the Virginia Stormwater <br />Management Act and Virginia Stormwater Management Program regulations. <br />Vision Principle: Efficient, Responsive Government. <br />Background: <br />• The General Assembly adopted legislation that integrated elements of the <br />Virginia Erosion and Sediment Control Act, Virginia Stormwater Management Act and <br />the Chesapeake Bay Preservation Act. <br />• New stormwater regulations resulting from this legislation became effective on <br />September 13, 2011. All localities in the Commonwealth were given until July 1, 2014 <br />to develop and adopt local ordinances and programs in accordance with the new <br />guidelines. <br />
