May 13, 2014 <br />14 - 180 -Public hearing to consider an amendment to the Annual Operating and <br />Capital Budgets for Fiscal Year 2014. <br />There were no speakers. <br />14 - 181 -Public hearing on use permit and street closure applications: <br />(a) UP-14-04 HIGHLAND BILTMORE SUBDIVISION - Theresa Cox-Ford <br />requests a use permit for a family child day care home at 603 <br />Hansen Avenue for 12 children aged 1 to 4 years. The property is <br />zoned Urban Residential (UR). The Comprehensive Plan's <br />Generalized Future Land Use Map recommends low to medium <br />density single-family residential development. Vision Principles: <br />Lifelong Learning Community, Neighborhoods and a Sense of <br />Community. <br />There were no speakers <br />Motion by Mr. Cherry, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-14-04 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />(b) UP-14-05 CAVALIER MANOR SUBDIVISION - Tonya Spralling requests a <br />use permit for a family child day care home at 703 Hancock Avenue <br />for 12 children from infancy to 5 years. The property is zoned Urban <br />Residential (UR). The Comprehensive Plan's Generalized Future <br />Land Use Map recommends low to medium density single-family <br />residential development. Vision Principles: Lifelong Learning <br />Community, Neighborhoods and a Sense of Community. <br />There were no speakers <br />Motion by Ms. Randall, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-14-05 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />(c) UP-14-06 NORTH TRUXTON - Charles J. Bodnar, with Hoggard-Eure <br />Associates Inc., is requesting a use permit to operate an Assisted <br />Living Facility with 20 beds in an existing building located at 3301 <br />Armistead Drive that was formerly occupied by a nursing home. <br />The property is owned by SP-One Properties, LLC, and is <br />designated on the Comprehensive Plan's Generalized Future Land <br />Use Map for Single Family Residential -High Density uses. The <br />property is currently zoned Urban Residential (UR). Vision Principle: <br />A Robust Economy for Working Men and Women. <br />1. C. J.
