Box 50141, spoke in support of this item. <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE IN THE OTHER FUNDS-GRANTS FUND <br />PORTION OF THE FY 2013-14 EDUCATION FUND THE SUM OF $19,536 IN <br />PROJECT GRADUATION GRANT FUNDS RECEIVED FROM THE <br />COMMONWEALTH OF VIRGINIA." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 161 -Adoption of an ordinance to appropriate in the Portsmouth Public <br />School's FY 2013-14 Grants Fund-Schools Operating Fund the sum of $6,000 in <br />Science, Technology, Engineering, and Mathematics (STEM) Teacher Recruitment <br />and Retention Incentive Awards grant funds received from the Commonwealth of <br />Virginia. Vision Principles: Quality of Life and Lifelong Learning Community. <br />Background: <br />• As part of its Fiscal Year 2013 -14 Budget, the Commonwealth of Virginia has <br />established several grant opportunities which includes Science, Technology, <br />Engineering, and Mathematics (STEM) Teacher Recruitment and Retention Incentive <br />Awards. <br />• The STEM Teacher Recruitment and Retention Incentive Grant is designed to <br />provide incentive awards in Fiscal Year 2013-14 to teachers who meet specified criteria <br />and are employed in a Virginia public school. <br />• Successful teachers selected to participate in the pilot program under specified <br />criteria will be eligible to receive a $5,000 initial incentive award after the completion of <br />the first, second, or third year of teaching with a satisfactory performance evaluation <br />and a signed contract in the same school division for the following school year. <br />• In addition, a $1,000 incentive award may be granted for each year an eligible <br />teacher meeting certain criteria who receives a satisfactory evaluation and teaches a <br />qualifying STEM subject in which the teacher has an endorsement for up to three years <br />in a Virginia school division following the year in which the teacher receives the initial <br />incentive award. <br />Discussion: <br />• Under the STEM Teacher Recruitment and Retention Incentive Award, the <br />Commonwealth of Virginia awarded $5,000 to the Portsmouth City Public Schools as an <br />incentive award to Ms. Stephine A. Hamill, who met the specified criteria. <br />• In addition, the Commonwealth of Virginia awarded $1,000 to the Portsmouth <br />City Public Schools as a continued incentive award to Ms. Dana M. Olson, who met the <br />specified criteria. <br />• The STEM Teacher Recruitment and Retention Incentive Award Grants do not <br />require a local match. <br />• The Portsmouth School Board passed resolutions on 9 January 2014 and 6 <br />February 2014 requesting that City Council appropriate these two amounts for use in its <br />Grant Fund for Fiscal Year 2013 -2014. <br />Financial Impact: <br />• The appropriation of $5,000 and $1,000 will increase the funding in the Fiscal <br />Year 2013 -2014 Portsmouth Public Schools Grant Fund Budget. <br />Recommended Action: <br />• Adoption of the ordinance.
