-289 <br /> <br />April 28, 1987 <br /> <br /> 87-171 - Letter from the City Manager recommending adoption of <br />resolution authorizing the City Manager to file an application <br />an Emergency Shelter Care Program Grant on behalf of the PARCPlace <br />Shelter. <br /> <br /> '~The Virginia Department of Housing & Community Development is <br />accepting applications for emergency shelter care grants. The grant <br />funds can be used to improve the quality of emergency shelters of <br />the homeless, Grants area ~vailable to local units of government <br />that may distribute the funds to non-profit recipients. <br /> <br /> The PARC Place Shelter is applying for the Emergency Shelter <br />CAre Grant Program for funds to construct a 14-space off-street <br />parking lot. The shelter is currently operating under a use permit <br />that will expire in February 1988, if parking facilities are not <br />provided, The application requests $20,970 in federal funds for <br />construction of the lot, and $20,970 will be provided as an inkind <br />match from the PARC Place Shelter operating budget. The City is <br />obligated for any of the project costs. <br /> <br /> I recommend that Council endorse the project and authorize the <br />submission of the PARC Place Shelter Grant Application through the <br />City of Portsmouth." <br /> <br /> Joe Winfree, 1024 Blair Street, representing PARC Place Shelte~ <br />was available to answer questions. <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHCRIZING THE CITY MANAGER TO SUBMIT AN <br />APPLICATION FOR FUNDING UNDER THF VIRGINIA SHELTER GRANTS <br />PROGRAM. <br /> <br /> WHEREAS, the Commonwealth of Virginia, Department of Housing <br />and Community Development, has issued a Notice of Funding Availabil- <br />ity and Request for Proposals under the Virginia Shelter Grants <br />Program; and <br /> <br /> WHEREAS, grants are available to local units of government <br />that may then distribute such funds to nonprofit recipients; and <br /> <br /> WHEREAS, an application for a grant under this Program has <br />been prepared to permit PARC Place Shelter to receive funds to <br />construct a fourteen-space off-street parking lot in order to <br />with the use permit granted them by this Council; and <br /> <br /> WHEREAS, the application requests twenty thousand, nine hundre~ <br />seventy ($20,970) dollars in federal funds for construction of the <br />lot and a one for one local match will be provided from the PARC <br />Place Shelter operating budget. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Coundil of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby is, <br />authorized to submit an application for an Emergency Shelter Care <br />Program Grant on behalf of the PARC Place Shelter and to execute <br />documents as may be required thereby. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Ports- <br />mouth, Virginia, authorizes the awarding of a sub-grant to PARC <br />Place Shelter to operate the funded project and agrees to monitor <br />and oversee their activities as prescribed by the grant." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br />Nays: None <br /> <br /> <br />
