288 April 28, 1987 87-170 Letter from the City Manager recommending adoption of a.resolution to transfer City-owned Froperty in the Hattonsville Redevelopment area to the Portsmouth Redevelopment & Housing AuthorJ "I am writing to recommend the transfer to PRHA of some City- owned property in the Hattonsville redevelopment area for resale to ~rivate businesses. The property is shown on the enclosed map and ~des: o 1.2 acres of vacant property on Ballard Avenue which wraps around 0.6 acres of PRHA property. o An abandoned City water tank. An active water pump station also on the site would be retained by the City. PRHA has received some expressions of private sector interest in these sites and I am recommending that City Council authorize transfer of these properties to be resold and returned to the tax rolls. Attached for your review is a resolution prepared by the Attorney's office to authorize this transfer." On motion of Mr. Gray and seconded by Mrs. Webb, the following · esolutlon was adopted, and hy the following vote: "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY- OWNED PROPERTY TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (BALLARD AVENUE). WHEREAS, the City owns certain hereinafter described real ~roperty located in the HattOnsville redevelopment area; and WHEREAS, said property is no longer required for public purpos is, hereby, declared to be excess property; and WHEREAS, said property may be combined with other property wned by Portsmouth Redevelopment and Housing Authority for the ~ose of conveyance for private business development; and WHEREAS, Section 2.09 (c) of the Charter of the City of Ports- mouth provides that the City may convey an interest in real propert] to the Commonwealth of Virginia or a political subdivision thereof ~ut advertisement and receipt of bids; and WHEREAS, Portsmouth Redevelopment and Housing Authority is a ical subdivision of the Commonwealth of Virginia. NOW, THEREFORE, BE IT RESOLVED by the Counsil of the City of 'ortsmouth, Virginia, that the City Manager be, and he hereby is ~uthorized to convey the hereinafter described real property to Portsmouth Redevelopment and Housing Authority, to-wit: All those certamn pieces or parcels of land, situate, lying and being in the City of Portsmouth, Virginia, being all that City-owned property described on Tax Map 464 as Parcel 14 and all that City-owned property described on Tax Map 56S as Parcel 2 exclusive of the pump station site, meter vault and 20' main located thereon. BE IT FURTHER RESOLVED that the City Manager be and he hereby is, authorized to sign such deeds or other documentas as may be necessary to complete this transaction."
