290 <br /> <br />April 28, 1987 <br /> <br /> 87-172 Letter from the City Manager recommending adoption of <br /> resolution authorizing the City Manager to file an application <br /> Chesapeake Bay Youth Conservation Corps Grant to conduct <br />erosin control projects along Crawford Parkway, Bayview Boulevard, <br />and at Portsmouth Sleepy Hole Park and Golf Course. <br /> <br /> "Enclosed is a resolution endorsing a grant agplication for <br /> ;tare funds ~o enhance marsh areas, river banks and stream banks <br /> Crawford Parkway, Bayview Boulevard and Portsmouth Sleepy Hol <br />Park and Golf Course. <br /> <br /> The progra~ is part of the Chesapeake Bay Initiatives Program. <br />During 1986, 350 youths were employed to work on projects sponsored <br />by twenty political subdivisions o'f the state. <br /> <br /> Our application, for <br />employed this summer, will <br />our water qualitF. <br /> <br />twenty students and two supervisors to be <br />help stablize our shorelines and enhance <br /> <br />I recommend your support of this resolution." <br /> <br /> On~otion~of Mrs. Webb and seconded by Mr. Barnes, the <br />zesolution was adopted~ a~ by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN <br />tPPLICATION FOR A CHESAPEAKE BAY YOUTH CONSERVATION CORPS <br />GRANT TO CONDUCT EROSION CONTROL PROJECTS ALONG CRAWFORD <br />PARKWAY, BAYVIEW BOULEVARD AND AT PORTSMOUTH SLEEPY HOLE <br />PARK AND GOLF COURSE. <br /> <br /> WHEREAS, the Virginia Division of Parks and Recreation of the <br />)epartment of Conservation and Historic Resources of the Common- <br />vealth of Virginia have established the Chesapeake Bay Youth Con- <br />~ervation Initiatives Program; and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a Grant <br />Lpplication for State funds to conduct erosion control pro~ects <br />~long Crawford Parkway, Bayview Boulevard and at Portsmouth Sleepy <br />~ole Park and Golf Course; and <br /> <br />WHEREAS, these areas <br />the stabilization of <br />the aquatic habitat. <br /> <br />border tributaries of the Chesapeake Bay <br />these shore lines will improve water qualit <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia ~hat it does hereby endorse the application to <br />oe submitted for a Chesapeake Bay Youth Conservation Corps Grant fo~ <br />th%~ty-Nine Thousand, Nine Hundred Eighty-Nine Dollars ($39,989) to <br /> twenty (20[ students and two ~2) supervisors to conduct erosin <br />zontrol projects, and marsh enhancement along Crawford Parkway, <br />Bayview Boulevard and at Portsmouth Sleepy Hole Park and Golf Course <br /> gives its assurances that the general~provisions of the applicab <br /> ~egulations governing the expenditure of these funds will be complie <br /> ~ith in the administration of the project. <br /> <br /> BE IT FURTHER RESOLVED, that the City Manager be, and he hereby <br />~s, authorized to file said application for the Grant certifying <br />zompliance by the City of Portsmouth with the ap~roi~riate regulations <br />overning the administration and use of funds." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br /> 87-t73 Letter from the City Manager recommending adoption <br /> resolution to appoint viewers for the closing of a portion of <br />inston Road~ (formerly Southern Pines Drive). <br /> <br />of <br /> <br /> <br />
