286 <br /> <br />April 28, 1987 <br /> <br />to complete after receipt of aerial photographic plans. <br />are as follows: <br /> <br />The costs <br /> <br />Survey Control (Miller-Stevenson) $ 7,830 <br />Master Plan (Miller-Stevenson) 48,000 <br />Soil Borings & Testing 5,000 <br />Coordination & Review (City Engineering) 12,170 <br /> <br />TOTAL ANTICIPATED COST <br /> <br />$73,000 <br /> <br /> The balance remaining from prior authorizations is approximat~ <br />ly $40,000; therefore, an additional appropriation of $33,000 is <br />requested. <br /> <br /> Utilizing the State scale for professional services for a pro- <br />ject of this size, the total consultant engineering costs (not in- <br />cluding construction surveying, plats, easements or contract admini- <br />stration and inspection) will be approximately $340,000 based on a <br />cost of $7,000,000 and assuming all the work is completed as a singl <br /> ,roject. Ail costs will increase as ihe number of phases in which <br /> project is constructed increase. The City Engineer recomends <br />approval of the design contract and appropriation of $33,000. <br /> <br /> Therefore, I recommend approval to award the design constract <br />to Miller-Stevenson and Associates and appropriation of the necessaT <br />funds." <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, the following <br />Drdinance was approved on first reading; award of design contract <br />to Miller-Stevenson and Associates~ as recommended, and was adopted <br />Dy unanimous vcte: <br /> <br />"AN ORDINANCE TO APPROPRIATE $33,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR ENGINEERING AND DESIGN WORK FOR <br />DRAINAGE AND STREET IMPROVEMENTS IN THE BRIGHTON/SOUTH <br />PORTSMOUTH AREA." <br /> <br /> 87-167 - Letter from the City Manager recommending adoption of <br />ordinance to close a portion of a 12' alley on the west side of <br /> las Avenue. <br /> <br /> "In connection with the development of a group housing project <br />previously approved by City Council, Thomas Edwards has made <br />>lication to close a portion of a 12' alley on the west side of <br /> las Avenue. <br /> <br /> Both the Viewer's Report and the Planning Commission have <br />:ommended approval of the application. <br /> <br /> The Director of Public Utilities has requested the reservation <br />an easement for maintenance of an existing sanitary sewer line. <br /> <br />L2' <br /> <br />I recommend approval of the ordinance closing a portion of the <br />alley." <br /> <br /> Morton V. Whitlow, llS Park Road, representing T. A. Edwards, <br /> , spoke in support of the closing of the alley. <br /> <br /> Frederick M. Quayle, 3921 Point Elizabeth Drive, Chesapeake, <br />representing Elizabeth River Marina, spoke in opposition of the <br />~pplication. <br /> <br /> Lewis Thomas, 131 Florida Avenue, spoke in opposition of the <br />zlosing of the alley and requested enforcement of "No Through Traffi <br />~ign at Douglas Avenue and BayvieW Boulevard. <br /> <br /> <br />
