March 11, 2014 Discussion: • The PPD receives this grant award annually for varied amounts based on a fixed formula applied by the Virginia Wireless Board. This year (FY2014) is for $2,000 and will be used to have dispatchers attend the annual spring and fall APCO conference in the Commonwealth of Virginia. Financial Impact: • There is no negative financial impact incurred by the City of Portsmouth by accepting this grant award. Staff Recommends: • Adoption of an ordinance to appropriate a $2,000 grant from the Virginia E-911 Services Board to the Portsmouth Police Department (PPD) to provide funds for the Wireless E-911 PSAP Education Program (WEP). Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action: • The Chief of Police or his designee will provide grant management and oversight. Motion by Ms. Psimas, and seconded by Mr. Edmonds, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE VIRGINIA E-911 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN THE FY 2013-14 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR THE WIRELESS E-911 PSAP EDUCATION PROGRAM." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 14 - 97 -Adoption of an ordinance accepting a Touring Assistance Grant in the amount of $1,550 from the Virginia Commission for the Arts and a grant in the amount of $1,550 from the Thomson Family Foundation of Minnesota and appropriating $3,100 in the FY 2013-14 Grants Fund for use by the Portsmouth Museums to fund musical performances at the Portsmouth Art & Cultural Center. Background: • This is a grant to fund in part two 45 minute performances at the Portsmouth Art & Cultural Center on the evening of April 4, 2014 for John Hinshelwood and his musicians and dancers; the Celtibillies and Good Foot Dance Company Discussion: • The Portsmouth Art & Cultural Center is opening an exhibit titled Changing Appalachia: Custom to Cutting Edge on April 4, 2014 and it will run through July 6, 2014. • This performance will take place at the exhibit opening. Financial Impact: • There is a match of $1,550 that is required for this grant. • The match is coming from the Thomson Family Foundation of Minnesota. Staff Recommends: • Adoption of proposed ordinance. Vision Principle: Lifelong Learning Community. Next Steps Following Council Action: • Pending approval, the Director of Museums and the Curator of the Portsmouth Art and Cultural Center will ensure that the performance takes place at the date and time specified above. • The Curator of the Portsmouth Art & Cultural Center will complete the final grant report and submit it to the Virginia Commission for the Arts within 30 days of the performance
