March 11, 2014 <br />Discussion: <br />• The PPD receives this grant award annually for varied amounts based on a fixed <br />formula applied by the Virginia Wireless Board. This year (FY2014) is for $2,000 and <br />will be used to have dispatchers attend the annual spring and fall APCO conference in <br />the Commonwealth of Virginia. <br />Financial Impact: <br />• There is no negative financial impact incurred by the City of Portsmouth by <br />accepting this grant award. <br />Staff Recommends: <br />• Adoption of an ordinance to appropriate a $2,000 grant from the Virginia E-911 <br />Services Board to the Portsmouth Police Department (PPD) to provide funds for the <br />Wireless E-911 PSAP Education Program (WEP). Vision Principle: Efficient, <br />Responsive Government. <br />Next Steps Following Council Action: <br />• The Chief of Police or his designee will provide grant management and oversight. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE <br />VIRGINIA E-911 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2013-14 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR THE <br />WIRELESS E-911 PSAP EDUCATION PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 97 -Adoption of an ordinance accepting a Touring Assistance Grant in the <br />amount of $1,550 from the Virginia Commission for the Arts and a grant in the <br />amount of $1,550 from the Thomson Family Foundation of Minnesota and <br />appropriating $3,100 in the FY 2013-14 Grants Fund for use by the Portsmouth <br />Museums to fund musical performances at the Portsmouth Art & Cultural <br />Center. Vision Principle: Lifelong Learning Community. <br />Background: <br />• This is a grant to fund in part two 45 minute performances at the Portsmouth Art <br />& Cultural Center on the evening of April 4, 2014 for John Hinshelwood and his <br />musicians and dancers; the Celtibillies and Good Foot Dance Company <br />Discussion: <br />• The Portsmouth Art & Cultural Center is opening an exhibit titled Changing <br />Appalachia: Custom to Cutting Edge on April 4, 2014 and it will run through July 6, 2014. <br />• This performance will take place at the exhibit opening. <br />Financial Impact: <br />• There is a match of $1,550 that is required for this grant. <br />• The match is coming from the Thomson Family Foundation of Minnesota. <br />Staff Recommends: <br />• Adoption of proposed ordinance. Vision Principle: Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Pending approval, the Director of Museums and the Curator of the Portsmouth <br />Art and Cultural Center will ensure that the performance takes place at the date and <br />time specified above. <br />• The Curator of the Portsmouth Art & Cultural Center will complete the final <br />grant report and submit it to the Virginia Commission for the Arts within 30 days of the <br />performance <br />
