<br />At a Regular Meeting of the City Council on Tuesday, March 11, 2014, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene
<br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City
<br />Manager John L. Rowe, Jr., City Attorney George M. Willson.
<br />Pastor Robert Lee opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to approve the minutes of
<br />a Called Meeting of February 24, 2014, of a Called Meeting of February 25, 2014, and
<br />of a Regular Meeting of February 25, 2014, and was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />14 - 94 -Presentation:
<br />• Presentation of special lapel pins to newly appointed boards and commissions
<br />members.
<br />- Public Hearing -
<br />14 - 95 -Public hearing on a rezoning application
<br />Z-14-01 VICTORY VILLAGE/NEW PORT -Melissa Venable of Land Planning
<br />Solutions is requesting to rezone 31.39 acres at 409 McLean Street from
<br />RAC, Regional Activity Center, to NMU-K, Neighborhood Mixed Use
<br />(Conditional) in order to construct an assisted living facility on a portion of
<br />the property. The property is owned by the City of Portsmouth Economic
<br />Development Authority and is designated in the Comprehensive Plan
<br />Future Land Use Map for Mixed Residential. Vision Principle: A Robust
<br />Economy for Working Men and Women.

<br />Motion by Mr. Moody, and seconded by Mr. Meeks, to concur with the
<br />recommendation of the Planning Commission that Z-14-01 be approved, and was
<br />adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright
<br />Nays: None
<br />- City Manager's Report -
<br />14 - 96 -Adoption of an ordinance accepting a grant in the amount of $2,000 from
<br />the Virginia E-911 Services Board and appropriating said amount in the FY 2013-
<br />14 Grants Fund for use by the Police Department for the Wireless E-911 PSAP
<br />Education Program. Vision Principle: Efficient, Responsive Government.
<br />Background:
<br />• The Portsmouth Police Department has been awarded grant funding in the
<br />amount for $2,000 from the Virginia E-911 Services Board for 9-1-1/public safety
<br />communications education/training held within the Commonwealth of Virginia. This
<br />grant has no cash match requirement.
<br />• Since estimated revenue in the FY2014 Grants Fund is increased by $2,000, that
<br />amount will be appropriated in the FY2014 Grants Fund.
