February 11, 2014 Motion by Ms. Randall, and seconded by Mr. Edmonds, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $26,027 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO PROMOTE INDEPENDENT LIVING AND EDUCATION." Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None 14 - 42 -Adoption of an ordinance accepting a grant in the amount of $180,000 from the Virginia Department of Social Services and appropriating said funds in the FY2013-14 Grants Funds for use by the Department of Social Services to provide resource family and family services training for workers within child welfare programs. Vision Principles: Neighborhoods and a Sense of Community, Quality of Life, and Lifelong Learning Community. Background: • The Commonwealth of Virginia via the Department of Social Services awards Title IV-E Pass Through Training grants to the local departments of Social Services for the purpose of enhancing its training and education efforts as they relate to adopted and foster care children. Discussion: • The primary goal is to provide short-term training and to enhance the knowledge, skills and abilities of current or prospective resource, adoptive, or foster parents as well as workers and volunteers. • The department will utilize these funds to secure a vendor that will assist in providing pre and in-service training to the prospective resource, adoptive or foster care parents. This grant also provides the funding source to secure the home study report for the parents. Financial Impact • This grant requires the department to disburse $118,776 as a local match. The cash match is allocated in the Social Service Fund. • The appropriation of this grant will not increase the Social Service Fund. Recommended Action: • Adoption of the ordinance. Next Steps Following Council Action: • A vendor will be secured with the appropriate training knowledge and skills • Parents will be identified as participants in the training • Training process will be implemented and conducted Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A TITLE IV-E PASS THROUGH TRAINING GRANT IN THE AMOUNT OF $180,000 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO PROVIDE RESOURCE FAMILY AND FAMILY SERVICES TRAINING FOR WORKERS WITHIN CHILD WELFARE PROGRAMS."
