February 11, 2014 <br />Motion by Ms. Randall, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $26,027 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2013-14 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />SOCIAL SERVICES TO PROMOTE INDEPENDENT LIVING AND EDUCATION." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 42 -Adoption of an ordinance accepting a grant in the amount of $180,000 <br />from the Virginia Department of Social Services and appropriating said funds in <br />the FY2013-14 Grants Funds for use by the Department of Social Services to <br />provide resource family and family services training for workers within child <br />welfare programs. Vision Principles: Neighborhoods and a Sense of Community, <br />Quality of Life, and Lifelong Learning Community. <br />Background: <br />• The Commonwealth of Virginia via the Department of Social Services awards <br />Title IV-E Pass Through Training grants to the local departments of Social Services for <br />the purpose of enhancing its training and education efforts as they relate to adopted and <br />foster care children. <br />Discussion: <br />• The primary goal is to provide short-term training and to enhance the knowledge, <br />skills and abilities of current or prospective resource, adoptive, or foster parents as well <br />as workers and volunteers. <br />• The department will utilize these funds to secure a vendor that will assist in <br />providing pre and in-service training to the prospective resource, adoptive or foster care <br />parents. This grant also provides the funding source to secure the home study report <br />for the parents. <br />Financial Impact <br />• This grant requires the department to disburse $118,776 as a local match. The <br />cash match is allocated in the Social Service Fund. <br />• The appropriation of this grant will not increase the Social Service Fund. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• A vendor will be secured with the appropriate training knowledge and skills <br />• Parents will be identified as participants in the training <br />• Training process will be implemented and conducted <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A TITLE IV-E PASS THROUGH TRAINING GRANT IN <br />THE AMOUNT OF $180,000 FROM THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO PROVIDE <br />RESOURCE FAMILY AND FAMILY SERVICES TRAINING FOR WORKERS WITHIN <br />CHILD WELFARE PROGRAMS." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />
