February 11, 2014 <br />14 - 43 -Adoption of an ordinance accepting a grant in the amount of $8,245 from <br />the Virginia Department of Social Services and appropriating said funds in the <br />FY2013-14 Grants Funds for use by the Department of Social Services to <br />supplement foster care services. Vision Principles: Neighborhoods and a Sense <br />of Community, Quality of Life, and Lifelong Learning Community. <br />Background: <br />• The Commonwealth of Virginia via the Department of Social Services awards <br />Respite Care for Resource Families grants to the local departments of Social Service to <br />help reduce foster care placements, promote family connections and decrease foster <br />home disruptions. <br />Discussion: <br />• An essential goal is to offer short-term relief to resource families caring for <br />children through temporary, substitute care for children on an emergency or planned <br />basis. <br />• Efforts are made to achieve timely permanency and connections with relatives <br />by: <br />o Helping transition children from one foster home to their adoptive placement; <br />o Helping transition children from congregate care placement to a resource family <br />placement; <br />o Increasing relative contacts or helping transition children into a relative <br />placement <br />o Facilitating sibling visits in family settings. <br />Financial Impact: <br />• This grant does not require a local match. <br />• The appropriation of this grant will not increase the Social Service Fund. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Disperse and apply resources to address the needs of children requiring respite <br />care. <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $8,245 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2013-14 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />SOCIAL SERVICES TO SUPPLEMENT FOSTER CARE SERVICES." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 44 -Adoption of an ordinance accepting a grant in the amount of $90,618 <br />from the Virginia Department of Social Services and appropriating said funds in <br />the FY2013-14 Grants Funds for use by the Department of Social Services to <br />provide supportive and preventive services to families. Vision Principles: <br />Neighborhoods and a Sense of Community, Quality of Life, and Lifelong Learning <br />Community. <br />Background: <br />• The Commonwealth of Virginia via the Department of Social Services awards <br />Promoting Safe and Stable Families grants to the local departments of Social Services <br />to provide supportive and preventive services designed to assist children and families <br />resolve, crises, connect with necessary and appropriate services and remain safely in <br />their homes. <br />
