February 11, 2014 14 - 43 -Adoption of an ordinance accepting a grant in the amount of $8,245 from the Virginia Department of Social Services and appropriating said funds in the FY2013-14 Grants Funds for use by the Department of Social Services to supplement foster care services. Vision Principles: Neighborhoods and a Sense of Community, Quality of Life, and Lifelong Learning Community. Background: • The Commonwealth of Virginia via the Department of Social Services awards Respite Care for Resource Families grants to the local departments of Social Service to help reduce foster care placements, promote family connections and decrease foster home disruptions. Discussion: • An essential goal is to offer short-term relief to resource families caring for children through temporary, substitute care for children on an emergency or planned basis. • Efforts are made to achieve timely permanency and connections with relatives by: o Helping transition children from one foster home to their adoptive placement; o Helping transition children from congregate care placement to a resource family placement; o Increasing relative contacts or helping transition children into a relative placement o Facilitating sibling visits in family settings. Financial Impact: • This grant does not require a local match. • The appropriation of this grant will not increase the Social Service Fund. Recommended Action: • Adoption of the ordinance. Next Steps Following Council Action: • Disperse and apply resources to address the needs of children requiring respite care. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $8,245 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPLEMENT FOSTER CARE SERVICES." Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None 14 - 44 -Adoption of an ordinance accepting a grant in the amount of $90,618 from the Virginia Department of Social Services and appropriating said funds in the FY2013-14 Grants Funds for use by the Department of Social Services to provide supportive and preventive services to families. Vision Principles: Neighborhoods and a Sense of Community, Quality of Life, and Lifelong Learning Community. Background: • The Commonwealth of Virginia via the Department of Social Services awards Promoting Safe and Stable Families grants to the local departments of Social Services to provide supportive and preventive services designed to assist children and families resolve, crises, connect with necessary and appropriate services and remain safely in their homes.
