February 11, 2014 <br />• The department projects this grant will provide assistance for approximately thirty <br />(30) households with rent or mortgage payments and forty-one (41) clients with <br />payment of their utility bills. <br />• The grant funding will serve to sustain individuals' quality of life. <br />Financial Impact <br />• This grant does not require a local match. <br />• The appropriation of this grant will not increase the Social Service Fund. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Implemented and conduct the program in correlation with the department's <br />continuing efforts of citizen support. <br />Motion by Mr. Edmonds, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $18,794 FROM THE <br />UNITED WAY OF SOUTH HAMPTON ROADS AND APPROPRIATING SAID FUNDS <br />IN THE FY 2013-14 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL <br />SERVICES TO PROVIDE RENT/MORTGAGE AND UTILITY PAYMENT <br />ASSISTANCE." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 41 -Adoption of an ordinance accepting a grant in the amount of $26,027 <br />from the Virginia Department of Social Services and appropriating said funds in <br />the FY2013-14 Grants Funds for use by the Department of Social Services to <br />promote independent living and education. Vision Principles: Neighborhoods <br />and a Sense of Community, Quality of Life, and Lifelong Learning Community. <br />Background: <br />• The Commonwealth of Virginia via the Department of Social Services awards <br />Independent Living and Educational Training Voucher Program grants to the local <br />departments of Social Services to provide services for youth ages 14-23 years in <br />promoting the transition from foster care to independent living and pay for certain <br />education services via education training vouchers. <br />Discussion: <br />• The Independent Living Program serves to aid the transition of youth from foster <br />care to the state of self-sufficiency and independent living. <br />• The program assesses an individual's needs and goals. The needs are met and <br />goals are achieved through counseling, education, housing assistance, employment <br />and training related to money management and the development of other applicable <br />skills in preparation of their transition to adulthood. <br />Financial Impact: <br />• This grant requires local cash match in the amount of $16,622. The cash match <br />is allocated in the Social Services Fund. <br />• The appropriation of this grant will not increase the Social Services Fund. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Administer program within the established state guidelines. <br />• Monitor participants progress in the program to ensure pre-established needs <br />and goals are met. <br />
