February 11, 2014 <br />Background: <br />• New track lighting and work lights (house lights) were installed in the Children's <br />Museum of Virginia during the 2010 - 2011 renovation. At the time, the Museums staff <br />considered but did believe there was a need for work lights in the Changing Gallery <br />area. After installing several changing exhibits since opening of the Museum in 2012, <br />the staff now recognizes the need for work lights in the Changing Gallery. <br />• The track lighting system at the Portsmouth Art & Cultural Center is old, <br />malfunctioning and sections have had to be bypassed due to issues with the track and <br />the lights. It is difficult to light the objects in the exhibits properly and there are concerns <br />over the safety of those objects. <br />Discussion: <br />• The project will install work lights in the Changing Gallery at the Children's <br />Museum of Virginia. <br />• The project will install a new track lighting system at the Portsmouth Art & <br />Cultural Center. <br />Financial Impact: <br />• The total cost of the project at the Children's Museum is $3,100. The project cost <br />at the Portsmouth Art & Cultural Center is $99,000. Funds will be appropriated in the <br />Museums 100-35-601-6030-524120-000 expenditure line item. <br />• Available funds in the donations account will be transferred to General Fund <br />Revenue. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Complete the execution of the contract with the contractor. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE APPROPRIATING $102,100 IN THE FY 2013-14 GENERAL FUND <br />FOR LIGHTING IMPROVEMENTS AT THE CHILDREN'S MUSEUM OF VIRGINIA <br />AND THE PORTSMOUTH ART & CULTURAL CENTER." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 40 -Adoption of an ordinance accepting a grant in the amount of $18,794 <br />from the United Way of South Hampton Roads and appropriating said funds in the <br />FY 2013-14 Grants Funds for use by the Department of Social Services to provide <br />rent/mortgage and utility payment assistance. Vision Principles: Neighborhoods <br />and a Sense of Community, Quality of Life, and Lifelong Learning Community. <br />Background: <br />• The Department of Social Services via its Intake Unit assists eligible Portsmouth <br />Citizens with rent, mortgage and utility payments. Assistance is provided to those <br />individuals that may be in jeopardy of being displaced from their residence or at risk of <br />having essential utility services discontinued due to their inability to pay. <br />Discussion: <br />• The department will expend monies only on eligible costs as outlined by the <br />National Emergency Food and Shelter Program Responsibilities and Requirements <br />Guidelines. <br />• The funding provided by the United Way through its Emergency Food & Shelter <br />Program will be directed by the department to address situations where monetary <br />supplements can be provided to prevent displacement from a residence or termination <br />of essential utility services. <br />
