February 11, 2014 <br />At a Regular Meeting of the City Council on Tuesday, February 11, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. <br />Rowe, Jr., City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Edmonds, and seconded by Mr. Moody, to approve the minutes of <br />a Called Meeting of January 13, 2014, of a Called Meeting of January 14, 2014, of a <br />Regular Meeting of January 14, 2014, and of a Called Meeting of January 27, 2014, and <br />was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 37 -Presentations: <br />• Ceremonial Loan Agreement Signing for the Fresnel Lens. <br />• Presentation of Coast Guard Cutter Eagle Pictures. <br />- Public Hearing - <br />14 - 38 -Public hearing on a use permit application <br />UP-14-01 CHURCHLAND -Dan E. Griffin, on behalf of Holiday House, is <br />requesting to amend a use permit, previously approved in April of <br />2009, to construct a 6,000 square foot recreation center on the <br />property at 4211 County Street. This property was approved in <br />2009 as a group home for up to 28 residents, and included the <br />expansion of their facilities and construction of a swimming pool. <br />The recreation center is intended to serve only the residents of the <br />group home. The property is owned by Portsmouth Children's <br />Home LLC and is designed on the Comprehensive Plan's <br />Generalized Future Land Use Map for Low and Medium Single <br />Family Residential development. This property is located in the <br />Urban Residential, UR, zoning district. Vision Principle: A Robust <br />Economy for Working Men and Women. <br />1. Dan Griffin, 3520 High Street, spoke in support of this item. <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-14-01 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />14 - 39 -Adoption of an ordinance appropriating $102,100 in the FY 2013-14 <br />General Fund for lighting improvements at the Children's Museum of Virginia and <br />the Portsmouth Art & Cultural Center. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />
