February 11, 2014 <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN EASEMENT <br />WITH COX COMMUNICATIONS HAMPTON ROADS, L.L.C., ACROSS A PORTION <br />OF THE FORMER DESKS, INC., SITE ALONG COLUMBIA STREET. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City <br />Manager is hereby authorized to execute a Deed of Easement to Cox Communications <br />Hampton Roads, LLC, across a portion of the former Desks, Inc., site along Columbia <br />Street, as shown on the attached Exhibit A, and take all other steps necessary to grant <br />the requested easement." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />- New Business - <br />14 - 55 -Boards and Commissions <br />Mr. Moody offered the following nominations: <br />Behavioral Healthcare Services Advisory Board <br />Beverly Thomas to be appointed to fill a year term ending June 30, 2015, replacing <br />Veronique Baker. <br />Downtown Design Committee <br />Tracey Jackson to be appointed to fill a three year term ending January 31, 2017, <br />replacing Sara Steele. <br />Library Board <br />Vernon Elliott to be appointed to fill a term ending November 30, 2015, replacing Jeff <br />Barba. <br />Jason Rich to be appointed to fill a term ending November 30, 2016, replacing Alycia <br />Hemingway. <br />Museums & Fine Arts Commission <br />Seth Morris to be appointed to fill a term October 31, 2014, replacing Bettye House. <br />Historic Preservation Commission <br />Anthony Goodwin to be removed. <br />Motion by Mr. Moody, and seconded by Mr. Cherry, to approve the <br />recommended actions, and was approved by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 56 -Items Submitted by Council Members <br />• Adoption of a resolution confirming a Declaration of Emergency made by <br />the City Manager for the January 28-29, 2014 snowstorm. <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the emergency <br />ordinance which allows the emergency manager to commandeer private property <br />during a crisis. <br />
