February 11, 2014 <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION CONFIRMING A DECLARATION OF EMERGENCY MADE BY THE <br />CITY MANAGER FOR THE JANUARY 28-29, 2014 SNOWSTORM. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />Declaration of Emergency dated January 28, 2014, a copy of which is attached hereto, <br />made by City Manager John Rowe in his capacity as director of emergency <br />management, is hereby confirmed pursuant to Portsmouth City Code §2-658." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />- Mayor Wright spoke on the following events: <br />- Congratulated Olympians in Sochi competing in the Winter Games. <br />- Congratulated Captain Angela Albergottie on her retirement. <br />- Mid-Atlantic Black Law Students Association Conference. <br />- Polar Walk at the Hoffler Creek Wildlife Preserve, 11 a.m., Saturday, February <br />15, 2014. <br />- Buffalo Soldiers Parade, Saturday, February 15, 2014 at 10 a.m. <br />- Community Meeting at Woodrow Wilson High School, 7 pm, Tuesday, February <br />18, 2014. <br />- Thanked Staff and citizens for their cooperation during the snow storm. <br />- Mr. Moody spoke in the following: <br />- Congratulated Burle Stromberg on being elected President of the Hebrew <br />Academy of Tidewater. <br />- Service Dedication of the former Portsmouth Catholic High School. <br />- Mayor Wright informed citizens of the upcoming State of the Recycling Program, <br />Thursday, February 20, 2014 at the Wesley Community Center, 1701 Elm Avenue <br />from 5 pm - 8 pm. <br />14 - 57 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the January 14, 2014 City Council Meeting. <br />14 - 58 -Non-Agenda Speakers <br />1. Randy Bailey, 200 Maryland Avenue, voiced his concern with City Council's conduct <br />and with the tolls on the Downtown and Midtown Tunnels. <br />2. Clyde Toler, 1029 Blair Street, spoke on various issues within the City. <br />3. Denise Alsina-Mayo, 2147 Whispering Sounds Lane, Virginia Beach, informed City <br />Council and citizens of the Tidewater Winds. <br />4. Donna Sayegh, 3104 Garland Drive, spoke on Principles of Liberty #7. <br />5. Athena Jones, 600 Yorktown Avenue, spoke in opposition to the proposed <br />methadone clinic. <br />6. Frances Jones, 600 Yorktown Avenue, spoke in opposition to the proposed <br />methadone clinic. <br />7. Elvira Johnson, 3313 Armistead Drive, spoke in support of a recreational center in <br />Truxton. <br />8. Ben Schoenfield, 448 Dinwiddie Street, informed City Council and citizens about <br />Code for Hampton Roads. <br />
