February 11, 2014 <br />• Individuals seeking a National Board Certification Incentive Award must hold a <br />National Board Certification issued by the National Board of Professional Teaching <br />Standards and be employed as a teacher in a public school in Virginia on September 30 <br />of the current school year with at least 50 percent of the regular school day engaged in <br />direct instruction with students. In addition, the individual must be a teacher holding an <br />active five-year renewable license issued by the Virginia Board of Education. <br />• The incentive for this award cannot exceed $5,000 for the initial award, and <br />continuing awards cannot exceed $2,500. <br />Discussion: <br />• The Portsmouth School Board passed a resolution on 19 December 2013 <br />requesting the City Council to appropriate $2,500 for use in its Grant Fund for Fiscal <br />Year 2013 -2014. <br />• The funds are to recognize and award Mrs. Deanna Michelle Hayes, a teacher in <br />the Portsmouth Public School Division, who meets the qualifications for this award. <br />Financial Impact: <br />• The appropriation of $2,500 will increase expenditures in the Fiscal Year 2013 - <br />2014 Education Fund (Other Funds -Grant Fund). The source of the appropriation is <br />grant revenue from the State. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Quality of <br />Life and Lifelong Learning Community. <br />Background: <br />• Section 22.1-100, Code of Virginia, requires school divisions to return <br />unexpended state funds to the Commonwealth at the close of each fiscal year. <br />However, Chapter 806, 2013 Acts of Assembly (2013 Appropriation Act), permits school <br />divisions that have met required local effort and required local match for fiscal year 2013 <br />to carry forward to fiscal year 2014 any remaining state fund balances that are <br />unexpended as of June 30, 2013. <br />• Section 15.2-2506, Code of Virginia, states that no money shall be paid out or <br />become available to be paid out for any contemplated expenditure unless and until <br />there has first been made an annual, semiannual, quarterly or monthly appropriation for <br />such contemplated expenditure by the governing body, <br />Discussion: <br />• The Portsmouth School Board has identified the sum of $844,019 in its Textbook <br />Fund as cumulative unspent State funds from State Direct Aid to Public Education <br />Fund. <br />
