February 11, 2014 14 - 51 -Adoption of an ordinance appropriating in the Other Funds: Grants Fund Classification of the FY 2013-14 Education Fund the sum of $3,000 awarded to the schools by the Career Switcher New Teacher Mentor Grant Award Program of the Commonwealth of Virginia. Vision Principles: Quality of Life and Lifelong Learning Community. Background: • Funds were allocated by the Virginia General Assembly to provide grants to school divisions providing mentors for new teachers with zero years of teaching experience. • The Commonwealth established the Career Switcher New Teacher Grant Award Program to provide grants in the amount of $1,000 each for individuals who switch their career path to school divisions that employ mentor teachers for new teachers entering in the profession through the alternative career switcher route to licensure as prescribed by the Board of Education. Discussion: • The Portsmouth Public Schools submitted names of three new teachers enrolled in its Career Switcher Program in the 2013 - 2014 fall data collection. • The Portsmouth Public Schools was awarded a grant in the amount of $3,000 from the Career Switcher Program. • The Portsmouth School Board passed a resolution on 19 December 2013 requesting the City Council to appropriate $3,000 for use in its Grant Fund for Fiscal Year 2013 -2014. Financial Impact: • The appropriation of $3,000 will increase expenditures in the Fiscal Year 2013 - 2014 Education Fund (Other Funds -Grant Fund). The source of the appropriation is grant revenue from the State. Recommended Action: • Adoption of the ordinance. Vision Principles: Quality of Life and Lifelong Learning Community. Next Steps Following Council Action: • Finance will complete the necessary budget adjustments. Motion by Mr. Edmonds, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE APPROPRIATING IN THE OTHER FUNDS: GRANTS FUND CLASSIFICATION OF THE FY 2013-14 EDUCATION FUND THE SUM OF $3,000 AWARDED TO THE SCHOOLS BY THE CAREER SWITCHER NEW TEACHER MENTOR GRANT AWARD PROGRAM OF THE COMMONWEALTH OF VIRGINIA." Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None 14 - 52 -Adoption of an ordinance appropriating in the Other Funds: Grants Fund Classification of the FY 2013-14 Education Fund the sum of $2,500 awarded to the schools by the National Board Certification Incentive Award Grant Program of the Commonwealth of Virginia. Vision Principles: Quality of Life and Lifelong Learning Community. Background: • The Virginia General Assembly, in Appropriation Act, Chapter 3, 2012 Special Session I, appropriated funds to pay incentive awards for 2013 -2014 school year that meet the criteria established by the Virginia Board of Education.
