Vision Principle: Efficient, Responsive Government. <br />Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO AMEND CHAPTER 37 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 37-132 THEREOF TO <br />AUTHORIZE A CHARGE TO TAXICAB PASSENGERS FOR USE OF A TOLLED <br />FACILITY." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 50 -Adoption of an ordinance amending the City's Classification and Pay <br />Plan to revise the allowable number of hours for part-time employees during a <br />workweek. Vision Principle: Efficient, Responsive Government. <br />Background: <br />• The City's Classification and Pay Plan limits the hours worked for part-time City <br />employees to an average of 24 hours per work week. Departments that require <br />additional hours need to get permission from the Director of Human Resources and <br />additional hours shall not exceed 29 total hours per work week. <br />• Part-time employment is set forth in Section 3 (C) of the City's Classification and <br />Pay Plan. <br />Discussion: <br />• A position is defined as part-time when the work schedule is less than 24 hours <br />per work week, and the funds are paid from a budget line identified as part-time funds. <br />• The City changed its part-time definition on July 1, 2013 for the purpose of <br />complying with the Affordable Care Act. <br />• This change will allow departments to staff their part-time employees to meet the <br />needs of their department. <br />Financial Impact: <br />• For part-time employees who average 30 or more hours per work week, they are <br />considered full-time employees only for the purpose of the Affordable Care Act, and the <br />City would have to offer health insurance to said employees. <br />Recommended Action: <br />• Adoption of the attached ordinance.
