November 12, 2013 <br />- City Manager's Report - <br />13 - 459 -Adoption of an ordinance accepting an additional $59,839.28 of <br />Community Development Block Grant (CDBG) program funds and accepting <br />$10,056 of CDBG Program Income and $118,087 of HOME Investment <br />Partnerships Program Income and appropriating said amounts in the FY 2013-14 <br />Community Planning and Development Program Fund. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />Background: <br />• As part of the FY 13-14 budget adoption process, the City's budget was <br />approved with expected HUD entitlements and expected program income for both the <br />CDBG and HOME programs. <br />• As part of the FY 13-14 budget adoption process, the City expected a CDBG <br />entitlement of $1,351,678.05. For the HOME program, the City expected a HOME <br />program entitlement of $80,820.67. Total funds expected was $1,432,498.72 <br />Discussion: <br />• The US Department of Housing and Urban Development (HUD) announced the <br />allocation for CDBG and HOME after completion of budget. The allocation of CDBG is <br />$1,452,052.00. The allocation of HOME is $40,286.00. Total funds awarded by HUD to <br />the City is $1,492,338.00, which is $59,839.28 more than expected. <br />• The FY 12-13 budget year closed on June 30, 2013. As part of the end of year <br />reconciliation and close out process, a total of $10,056.00 in Program Income has been <br />receipted in the CDBG program and a total of $118,087.00 in Program Income has <br />been receipted in the HOME program. <br />• The additional program income needs to be appropriated by City Council. <br />Financial impact: <br />• Because of the very small dollar amounts, the funds will support activities in the <br />existing Annual Action Plan and there will be no impact to service delivery. <br />• These changes will ensure consistency between the actual revenue received and <br />the adopted City's budget. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• The funds are approved and available upon authorization of the appropriation. <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING AN ADDITIONAL $59,839.28 OF COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM FUNDS, $10,056 OF CDBG <br />PROGRAM INCOME, AND $118,087 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM INCOME AND APPROPRIATING SAID AMOUNTS IN THE FY 2013-14 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 460 -Adoption of an ordinance to accept a Virginia Litter and Recycling <br />Grant in the amount of $16,783 from the Virginia Department of Environmental <br />Quality and to appropriate said funds in the FY 2013-14 Grants Fund.
