November 12, 2013 <br />Background: <br />• The Stormwater and Waste Management Divisions applied for and received a <br />Virginia Litter and Recycling Grant from the Virginia Department of Environmental <br />Quality. <br />• This grant is for ongoing education and public outreach efforts in the community <br />to help keep the City of Portsmouth clean and to protect the environment. <br />• Education and public outreach is a significant component of our stormwater <br />management and waste management programs and is one of the required activities of <br />our Virginia Stormwater Management Program Permit that regulates how the City of <br />Portsmouth operates its stormwater program. <br />Discussion: <br />• A portion of this grant will be used for materials and supplies to promote ongoing <br />litter prevention and recycling efforts by the Waste Management Division. <br />• Monies from this grant will also be used to maintain existing pet waste stations <br />and to promote stormwater outreach activities relating to proper disposal of yard waste, <br />etc. <br />• This is the third consecutive year that the City of Portsmouth has received funds <br />from this grant. <br />Financial Impact: <br />• There is no requirement for matching funds. There is no financial impact to the <br />City of Portsmouth. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community; Quality of Life. <br />Motion by Mr. Meeks, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO ACCEPT A VIRGINIA LITTER AND RECYCLING GRANT IN THE <br />AMOUNT OF $16,783 FROM THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL <br />QUALITY AND TO APPROPRIATE SAID FUNDS IN THE FY 2013-14 GRANTS <br />FUND." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 461 -Adoption of an ordinance to appropriate the sum of $302,640.18 in the <br />FY 2013-14 Operating Budget General Fund for the purchase of the Cradock <br />Branch Library property at 28 Prospect Parkway. Vision Principle: Efficient, <br />Responsive Government. <br />Background: <br />• The Portsmouth City Council has a long standing commitment to maintain a <br />public library branch in the historic Cradock neighborhood. <br />• For more than 24 years the City has leased property owned by the Runnymede <br />Corporation at #28 Prospect Parkway to house the Cradock Branch Library. <br />• While preparing to renew the current lease with the Runnymede Corporation the <br />City inquired about the possibility of purchasing the property. <br />• The City Assessor's Office evaluated the property and concluded that the fair <br />market value is $300,000. <br />• Runnymede Corporation valued the property at $327,000 but agreed to sell the <br />property for $300,000. <br />• The overall condition of the facility is good. We will propose some upgrades in <br />the future; however, these upgrades are mainly cosmetic and operational in nature. <br />
