October 22, 2013 <br />Financial Impact: <br />• In-kind match (Salary of Deputy Coordinator of Emergency Management). <br />Staff Recommends: <br />• Adoption of a proposed resolution. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Next Steps Following Council Action: <br />• Acquire equipment, supplies, and training in support of the City's comprehensive <br />emergency management program. <br />Motion by Ms. Randall, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A LOCAL EMERGENCY MANAGEMENT PROGRAM <br />GRANT IN THE AMOUNT OF $57,992 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY <br />2013-14 GRANTS FUND TO PROVIDE EQUIPMENT, SUPPLIES, AND TRAINING IN <br />SUPPORT OF THE CITY'S COMPREHENSIVE EMERGENCY MANAGEMENT <br />PLAN." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 443 -Adoption of a resolution authorizing the purchase of 315 Marion Street <br />in the Sugar Hill section of the City. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Background: <br />• 315 Marion Street, an improved lot within Sugar Hill, has been offered for sale to <br />the City by the Executor of the Estate of Walter R. Brown for the sum of $33,480. <br />• The lot lies within that section of the City commonly known as Sugar Hill, consists <br />of 0.11 acres, is improved and has an assessed value of $75,170.00. <br />Discussion: <br />• The City of Portsmouth is the majority landowner within the neighborhood. <br />• There are no current plans for redevelopment within Sugar Hill but future land <br />use is proposed to include active and passive recreational uses. <br />Financial impact: <br />• The purchase price of $33,480 will be paid from the Non-Departmental Budget in <br />the General Fund. The lot will become exempt from taxation. Current real estate tax <br />revenues based on the assessment and tax rate are approximately $955.00 per annum. <br />Vision Principle: Neighborhoods and a Sense of Community. <br />Recommended Action: <br />• Adopt the attached resolution. <br />Next Steps Following Council Action: <br />• Complete the real estate transaction. <br />Motion by Mr. Edmonds, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE PURCHASE OF 315 MARION STREET IN THE <br />SUGAR HILL SECTION OF THE CITY. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City <br />Manager be, and he hereby is, authorized to enter into an agreement and to execute <br />any other required documents for the purchase of real property known as 315 Marion <br />Street in the Sugar Hill section of the City and being more particularly described as Tax <br />Parcel 0094-0460 in the Office of the City's Tax Assessor, under such terms and <br />conditions as he shall deem in the best interests of the City of Portsmouth." <br />
