October 22, 2013 <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 444 -Adoption of resolutions approving the 2014 State Legislative Package <br />and the 2014 Federal Legislative Package. Vision Principles: Change and New <br />Directions, A Robust Economy for Working Men and Women, Leading Maritime <br />Center, Lifelong Learning Community, Neighborhoods and a Sense of <br />Community, Quality of Life, Efficient Responsive Government, A Proud Military <br />Community, and Pride of Past. <br />Background: <br />• Each Portsmouth City Council member was provided an opportunity to identify <br />issues for inclusion in the afore-mentioned legislative packages. <br />• Every Portsmouth department within the City of Portsmouth was provided an <br />opportunity to identify issues for inclusion in the 2014 State and Federal Legislative <br />Packages. <br />• Via the City's webpage, the citizens of Portsmouth were afforded an opportunity <br />to submit suggestions for the 2014 State and Federal Legislative Packages. <br />• All submissions were included in the draft Power-Point presentation presented to <br />City Council at their Public Work Session on Tuesday, September 10, 2013. <br />• The citizens of Portsmouth were afforded another opportunity to comment on and <br />or suggest items for the State and Federal Legislative Packages at the Community <br />Meeting held at Woodrow Wilson High School on the evening of Monday September 16, <br />2013. <br />• The City Council members met and discussed these items with Portsmouth's <br />General Assembly delegation at a joint meeting on Monday, October 7, 2013. <br />• Portsmouth City Council is set to formally adopt the 2014 State and Federal <br />Legislative Packages at its subsequent regular City Council meeting on Tuesday, <br />October 8, 2013. <br />Discussion: <br />• The items included in the 2014 Legislative Packages were first vetted with the <br />City Manager. <br />• These items were then presented and vetted with the City Council members to <br />determine which items would remain and which would be eliminated. <br />• Following the City Council Public Work Session on Tuesday, September 10, <br />2013, the City Council held a special joint meeting with the City of Portsmouth's General <br />Assembly delegation to discuss the items in the draft package as well as other matters <br />considered to be of importance in the upcoming General Assembly Session. <br />• The items included in the State Legislative Package were agreed upon and will <br />be submitted for introduction by members of the Portsmouth General Assembly <br />Delegation. <br />• The items for the 2014 Federal Legislative Package will be forwarded to the <br />City's contracted federal lobbyist, Mr. Steven Palmer, Executive Vice President of the <br />lobbying firm Van Scoyoc Associates, Inc. for review and further action. <br />• The 2014 Federal Legislative package will in turn be shared with the City of <br />Portsmouth's Federal delegation members during the annual visit to their offices in <br />Washington, D.C. which will take place on or about March, 2014. <br />Staff Recommendation: <br />• Approval and adoption of both legislative packages.
