October 22, 2013 13 - 441 -Adoption of ordinance accepting a grant in the amount of $8,984 from the Department of Criminal Justice Services Fund and appropriating said funds in the FY 2013-14 Grants Fund to support the operation of City probation and pretrial services. Vision Principle: Neighborhoods and a Sense of Community. Background: • The Community Corrections & Pretrial Services Program has been continually funded by the state since 1995. It is a diversion from incarceration program. • This state funding allows us to provide quality supervision to non-violent offenders and defendants in the community and directly impact the jail population. Discussion: • The Department of Criminal Justice Services has made available an additional $8,984 in the personnel line item for the 3% base salary increase for full-time staff funded local positions as specified in the Appropriations Act under the Central Appropriations section, Item #468 -Compensation and Benefit Adjustments. This is for full-time state funded CCCA and PSA employees and effective August 1, 2013 for FY 2014. • This increases the total award to $544,133 in state general funds. Financial Impact: • There is no local match and no obligation for continued funding from the City of Portsmouth. Recommended Action: • Adoption of amendment to ordinance 2013/42. Motion by Mr. Edmonds, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $8,984 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS FUND TO SUPPORT THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES PROGRAM." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 13 - 442 -Adoption of an ordinance accepting a Local Emergency Management Program grant in the amount of $57,992 from the Virginia Department of Emergency Management and appropriating said funds in the FY 2013-14 Grants Fund to provide equipment, supplies, and training in support of the City's comprehensive emergency management plan. Vision Principle: Neighborhoods and a Sense of Community. Background: • The Virginia Department of Emergency Management recognizes the critical role of emergency management at the local level. Strong local emergency management programs keep the Commonwealth safer, and allow all of us to respond and recover effectively and efficiently when an emergency or disaster occurs. • The grant requires a 1:1 match ratio and the salary of the Battalion Chief that acts as the Deputy Coordinator of Emergency Management is utilized as the City's contribution. Discussion: • Emergency Management equipment, supplies, and training are funded by this program. This funding is essential in supporting the mission of protecting Portsmouth citizens from natural and man-made disasters.
