October 22, 2013 <br />13 - 441 -Adoption of ordinance accepting a grant in the amount of $8,984 from <br />the Department of Criminal Justice Services Fund and appropriating said funds in <br />the FY 2013-14 Grants Fund to support the operation of City probation and <br />pretrial services. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The Community Corrections & Pretrial Services Program has been continually <br />funded by the state since 1995. It is a diversion from incarceration program. <br />• This state funding allows us to provide quality supervision to non-violent <br />offenders and defendants in the community and directly impact the jail population. <br />Discussion: <br />• The Department of Criminal Justice Services has made available an additional <br />$8,984 in the personnel line item for the 3% base salary increase for full-time staff <br />funded local positions as specified in the Appropriations Act under the Central <br />Appropriations section, Item #468 -Compensation and Benefit Adjustments. This is for <br />full-time state funded CCCA and PSA employees and effective August 1, 2013 for FY <br />2014. <br />• This increases the total award to $544,133 in state general funds. <br />Financial Impact: <br />• There is no local match and no obligation for continued funding from the City of <br />Portsmouth. <br />Recommended Action: <br />• Adoption of amendment to ordinance 2013/42. Vision Principle: Neighborhoods <br />and a Sense of Community. <br />Next Steps Following Council Action: <br />• Program Director to provide grant management and oversight. <br />Motion by Mr. Edmonds, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $8,984 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS FUND TO SUPPORT <br />THE COMMUNITY CORRECTIONS AND PRETRIAL SERVICES PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 442 -Adoption of an ordinance accepting a Local Emergency Management <br />Program grant in the amount of $57,992 from the Virginia Department of <br />Emergency Management and appropriating said funds in the FY 2013-14 Grants <br />Fund to provide equipment, supplies, and training in support of the City's <br />comprehensive emergency management plan. Vision Principle: Neighborhoods <br />and a Sense of Community. <br />Background: <br />• The Virginia Department of Emergency Management recognizes the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer, and allow all of us to respond and recover <br />effectively and efficiently when an emergency or disaster occurs. <br />• The grant requires a 1:1 match ratio and the salary of the Battalion Chief that <br />acts as the Deputy Coordinator of Emergency Management is utilized as the City's <br />contribution. <br />Discussion: <br />• Emergency Management equipment, supplies, and training are funded by this <br />program. This funding is essential in supporting the mission of protecting Portsmouth <br />citizens from natural and man-made disasters. <br />
