October 22, 2013 <br />Next Steps Following Council Action: <br />• The full implementation of the Child and Adult Care Food Program (CACFP) <br />Kids Meals Program throughout the 2013-2014 school year. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A KIDS MEALS PROGRAM GRANT IN THE AMOUNT <br />OF $349,440 FROM THE U.S. DEPARTMENT OF AGRICULTURE CHILD AND <br />ADULT CARE FOOD PROGRAM THROUGH THE VIRGINIA DEPARTMENT OF <br />HEALTH AND APPROPRIATING SAID FUNDS IN THE FY 2013-14 GRANTS FUND <br />FOR THE 6 TO SIX AFTER SCHOOL CARE PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 440 -Adoption of an ordinance accepting a grant in the amount of $159,156 <br />from the U.S. Department of Homeland Security and appropriating said funds in <br />the FY 2013-14 Grants Fund for acquisition of surveillance equipment for <br />Portsmouth Police Department. Vision Principles: Leading Maritime Center and <br />Change and New Directions. <br />Background: <br />• The Portsmouth Police Department has been awarded grant funding in the <br />amount for $119,367 from the National Preparedness Directorate, United States <br />Department of Homeland Security (DHS) to provide funds to purchase along-range <br />day/night surveillance system for the Portsmouth Police Department. <br />This grant requires a 25% cash match of $39,789 for a total amount of $159,156. <br />• Since estimated revenue in the FY, 2013-2014 Grants Fund is increased by <br />$159,156 that amount will be appropriated in the FY 2013-2014 Grants Fund. <br />Discussion: <br />• The PPD will develop and install along-range day/night surveillance system that <br />overlooks the Portsmouth Harbor and shoreline of Portsmouth exponentially improving <br />Maritime Domain Awareness and IED and CBRNE prevention, protection, response and <br />recovery capabilities. Both the PPD and the USCG at their Sector Hampton <br />Roads/COTP EOC will have access to this. <br />Financial Impact: <br />• This grant requires a 25% cash match of $39,789 by the City of Portsmouth, <br />which will be provided from the Asset Forfeiture/Police State Seizures account in the FY <br />2013-2014 Donations Fund. <br />Staff Recommends: <br />• Adoption of an ordinance to appropriate a $159,156 grant from the U. S. <br />Department of Homeland Security to the Portsmouth Police Department (PPD) to <br />provide funds for acquisition of equipment for Portsmouth Police Department.
