October 22, 2013 <br />At a Regular Meeting of the City Council on Tuesday, October 22, 2013, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Reverend Larry Ugarte~ opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of October 7, 2013, of a Called Meeting of October 8, 2013, and of a <br />Regular Meeting of October 8, 2013, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- Ms. Psimas informed citizens that October is Breast Cancer Awareness Month and <br />also provided information on where to purchase a "Breast Cancer Supporter" shirt. <br />13 - 438 -Presentation: <br />• Presentation of special lapel pins to newly appointed board and commission <br />members. <br />- City Manager's Report - <br />13 - 439 -Adoption of an ordinance accepting a Kids Meals Program grant in the <br />amount of $349,440 from the U.S. Department of Agriculture Child and Adult Care <br />Food Program through the Virginia Department of Health and appropriating said <br />funds in the FY 2013-14 Grants Fund for the 6 to Six After School Care Program. <br />Vision Principle: A Robust Economy for Working Men and Women. <br />Background: <br />• The City of Portsmouth has received a grant through the Virginia Department of <br />Health from United States Department of Agriculture (USDA) for the Child and Adult <br />Care Food Program (CACFP) Kids Meals Program effective September 2013 <br />administered by the Department of Parks, Recreation & Leisure Services. <br />• The program will operate in the 6 TO SIX After School Care program at ten (10) <br />locations. <br />• The program provides an evening snack and a dinner meal at the Recreation <br />Centers and at the 6 TO SIX sites during the school year when children are in school, <br />and therefore may not otherwise receive a proper nutritious meal. <br />Discussion: <br />• The Child and Adult Care Food Program (CACFP) Kids Meals Program for 2013- <br />2014 school year will include five (5) Recreation Center sites and ten (10) 6 TO SIX <br />After school Care sites. <br />• It is estimated that the program will serve 520 snacks and 520 dinners daily. <br />Financial Impact: <br />• There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br />Staff Recommends: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />
