September 24, 2013 <br />• During the most recent three year periods from 2010 to 2013, PDSS serviced <br />140 clients as a result of the grant funding. <br />Discussion: <br />• The primary goal is to assist clients to become employed, retain employment or <br />obtain wage increases. These goals support the purpose of helping financially stabilize <br />individuals and families as they advance toward self-sufficiency. A focus and emphasis <br />will be directed toward the development of strong families by encouraging maintenance <br />and formation of safe and stable two parent families. <br />Financial Impact <br />• This grant's proceeds will fund apart-time Licensed Professional Counselor, a <br />consultant position. Additionally, it will fund services to include psychological <br />evaluations/testing, certain in-home services, job development and placement for <br />disabled clients, job retention services, wage advancement incentives and incentives for <br />completion of the Fatherhood course. All will be accomplished without the use of City <br />funds. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Services will be implemented and/or initiated. <br />Motion by Mr. Edmonds, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $73,140 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2013-14 GRANTS FUNDS FOR USE BY THE PORTSMOUTH <br />DEPARTMENT OF SOCIAL SERVICES TO ASSIST IN SECURING EMPLOYMENT <br />FOR CLIENTS WITH MULTIPLE EMPLOYMENT BARRIERS." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 400 -Adoption of an ordinance to amend Section 11-5(e) and Appendix A of <br />the Code of the City of Portsmouth, Virginia (2006) and to repeal Section 11-6(d) <br />of said Code to establish a new fee structure for the City of Portsmouth Erosion <br />and Sediment Control Program. Vision Principles: A Robust Economy for <br />Working Men and Women and Efficient Responsive Government. <br />Background: <br />• The City's Erosion and Sediment Control Program (ESC Program) is a key <br />component of our Municipal Separate Storm Sewer System (MS4) Permit which is <br />administered by the Commonwealth and enforced by the Environmental Protection <br />Agency. <br />• Our ESC Program is mirrors the State ESC Program and has been compliant <br />since 2007. <br />Discussion: <br />• Under the current ESC Program, the permit fee is collected upon plan approval <br />and issuance of the land disturbing permit. Each type of inspection incurs a fee. <br />• A developer must pay all fees incurred during the course of the project prior to <br />receiving a project "sign-off" to apply for a certificate of occupancy. <br />• The proposed fee schedule is based on the type of construction and the average <br />length of time and type of inspections that each project might incur. <br />• Under the proposed fee schedule, all fees would be collected at the issuance of <br />the land disturbing permit. <br />• The new fee schedule will simply the process for staff and developers by cutting <br />down on administrative time and allowing developers to budget accordingly. This will be <br />amore efficient process. <br />
