September 24, 2013 Financial Impact • Staff anticipates minimal impact on revenue. • This is a user fee. Development trends have a greater impact on revenue. Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND SECTION 11-5(e) AND APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) AND TO REPEAL SECTION 11-6(D) OF SAID CODE TO ESTABLISH A NEW FEE STRUCTURE FOR THE CITY OF PORTSMOUTH EROSION AND SEDIMENT CONTROL PROGRAM." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 13 - 401 -Adoption of an ordinance accepting grant funding in the amount of $81,116 from the U.S. Department of Justice-Bureau of Justice Assistance and appropriating said funds in the FY 2013-14 Grants Fund to be employed by the Portsmouth Police Department funds for technology initiatives, equipment, and continued funding support for the Drug Court Program. Vision Principles: Change and New Directions, Quality of Life, and Efficient and Responsive Government. Background: • The Portsmouth Police Department has received grant funding of $81,116.00 from the Department of Justice -Bureau of Justice Assistance to provide funds for equipment along with continued funding to support the Drug Court Program. Discussion: • The FY 2013 Justice Assistance Grant will be used to provide funding for equipment, technology initiatives that will improve the Portsmouth Police Department's ability to respond to incidents within the City. Additionally funds will be used to support the Drug Court programs within the Circuit Court. Financial Impact: • The grant award amount is $81,116 of Department of Justice funds for the Portsmouth Police Department. • The City does not have to provide any match monies and there is no obligation from the City once the grant has ended. Staff Recommends: • Adoption of an Ordinance to appropriate the $81,116 from the Department of Justice grant to provide the Portsmouth Police Department funds for technology, equipment along with continued funding to support Drug Court Program. Next Steps Following Council Action: • The Chief of Police or his designee will provide grant management and oversight.
