September 10, 2013 <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,550 FROM THE <br />BUSINESS CONSORTIUM FOR ARTS SUPPORT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2013-14 GRANTS FUND FOR THE OUTDOOR SCULPTURE <br />COMPETITION AND EXHIBITION AT THE PORTSMOUTH ART AND CULTURAL <br />CENTER." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 379 -Adoption of an ordinance to appropriate $759,357 in the FY 2013-14 City <br />Garage Fund for operating costs and revenue for the Portsmouth Public Schools <br />Vehicle Maintenance Services Contract. Vision Principle: Efficient, Responsive <br />Government. <br />Background: <br />• Prior to July 1, 2013, the Portsmouth Public Schools performed their fleet <br />maintenance operations at the Burton's Point Facility, using an outside contractor for <br />those services. <br />• The City and the School staff determined that it would be beneficial to both <br />parties if the Schools contracted with the City to maintain their vehicles, and to move <br />that operation to the City's Operations Center at Frederick Boulevard. <br />• The Portsmouth Public Schools agreed to transfer $600,000 needed for the <br />construction of the additional service bays at the City Garage. Those funds were <br />appropriated with the FY 2013-14 Adopted Capital Budget at the May 14, 2013 City <br />Council meeting. The design is underway with an estimated construction start date of <br />September 1. <br />• The Fleet Maintenance Contract was signed in June 2013, and City began <br />maintaining school vehicles on July 1, 2013. The contract amount is $759,357, which <br />saves the Portsmouth Public Schools $100,000 annually. <br />Discussion: <br />• The $759,357 operating cost will be paid for by the Portsmouth Public Schools. <br />They will be invoiced $63,279.75 monthly for these services. <br />• The contract was not complete at the time City Council adopted the FY 2013-14 <br />Budget, so these funds must be now appropriated by City Council. The net impact to <br />the bottom line is $0, as revenue from the Schools will offset the additional costs. <br />• The $759,357 will be shown as additional revenue to the City Garage Fund, and <br />the City Garage Operating budget will be increased for Salaries and Benefits of <br />$269,615 and Other Operating Expenses of $489,742, for a total of $759,357. <br />Financial Impact: <br />• There is no net additional cost to the City. The Portsmouth Public Schools will <br />pay for services received, which will save the Schools $100,000 per year. <br />Recommended Action: <br />• Adoption of the ordinance.
