September 10, 2013 <br />Motion by Mr. Cherry, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-13-11 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />(c) UP-13-12 HIDDEN COVE SUBDIVISION - Ofelia Godwin requests a use <br />permit for a family child day care home at 5927 Eagle Point for 12 <br />children aged 6 weeks old to 12 years of age. The Comprehensive <br />Plan's Generalized Future Land Use Map recommends low to <br />medium density single-family residential development. Vision <br />Principle: Lifelong Learning Community and Neighborhood and a <br />Sense of Community. <br />1. Ofelia Godwin, 5927 Eagle Point, spoke in support of this item. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to concur with the <br />recommendation of the Planning Commission that UP-13-11 be approved with the <br />amendment to change the evening hours of operation to 8:30 p.m., and was adopted by <br />the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />13 - 378 -Adoption of an ordinance accepting a grant in the amount of $10,550 <br />from the Business Consortium for Arts Support and appropriating said amount in <br />the FY 2013-14 Grants Fund for the Outdoor Sculpture Competition and <br />Exhibition at the Portsmouth Art and Cultural Center. Vision Principle: Lifelong <br />Learning Community. <br />Background: <br />• Each year the Portsmouth Art and Cultural Center applies to the Business <br />Consortium for Arts Support for a grant to help support exhibitions and programming. <br />Discussion: <br />• The Portsmouth Art and Cultural Center will use the funds for the development, <br />installation and programming for the Outdoor Sculpture Competition and Exhibition. <br />• 2014 will be the ninth year of this exhibition. <br />• The exhibition will be in the courtyard of the Portsmouth Art and Cultural Center. <br />• The exhibition will open on March 7, 2014 and will run through October 5, 2014. <br />• An opening reception will be held on March 7, 2014. <br />Financial Impact: <br />• The Business Consortium requires a match of $10,550 needs to come from non- <br />municipal, state and federal funds. Funds will be matched by the Seawall Art Show with <br />their annual award and donations from outside sources. <br />Staff Recommends: <br />• Adoption of proposed ordinance. Vision Principle: Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Pending approval, the Director of Museums and the Curator of the Portsmouth <br />Art and Cultural Center will ensure that the funds are utilized for the development, <br />installation and programming for the Outdoor Sculpture Competition and Exhibition. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />
