September 10, 2013 Motion by Mr. Cherry, and seconded by Mr. Meeks, to concur with the recommendation of the Planning Commission that UP-13-11 be approved, and was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None (c) UP-13-12 HIDDEN COVE SUBDIVISION - Ofelia Godwin requests a use permit for a family child day care home at 5927 Eagle Point for 12 children aged 6 weeks old to 12 years of age. The Comprehensive Plan's Generalized Future Land Use Map recommends low to medium density single-family residential development. Vision Principle: Lifelong Learning Community and Neighborhood and a Sense of Community. 1. Ofelia Godwin, 5927 Eagle Point, spoke in support of this item. Motion by Ms. Psimas, and seconded by Mr. Edmonds, to concur with the recommendation of the Planning Commission that UP-13-11 be approved with the amendment to change the evening hours of operation to 8:30 p.m., and was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None - City Manager's Report - 13 - 378 -Adoption of an ordinance accepting a grant in the amount of $10,550 from the Business Consortium for Arts Support and appropriating said amount in the FY 2013-14 Grants Fund for the Outdoor Sculpture Competition and Exhibition at the Portsmouth Art and Cultural Center. Vision Principle: Lifelong Learning Community. Background: • Each year the Portsmouth Art and Cultural Center applies to the Business Consortium for Arts Support for a grant to help support exhibitions and programming. Discussion: • The Portsmouth Art and Cultural Center will use the funds for the development, installation and programming for the Outdoor Sculpture Competition and Exhibition. • 2014 will be the ninth year of this exhibition. • The exhibition will be in the courtyard of the Portsmouth Art and Cultural Center. • The exhibition will open on March 7, 2014 and will run through October 5, 2014. • An opening reception will be held on March 7, 2014. Financial Impact: • The Business Consortium requires a match of $10,550 needs to come from non- municipal, state and federal funds. Funds will be matched by the Seawall Art Show with their annual award and donations from outside sources. Staff Recommends: • Adoption of proposed ordinance. Next Steps Following Council Action: • Pending approval, the Director of Museums and the Curator of the Portsmouth Art and Cultural Center will ensure that the funds are utilized for the development, installation and programming for the Outdoor Sculpture Competition and Exhibition.
