September 10, 2013 <br />At a Regular Meeting of the City Council on Tuesday, September 10, 2013, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Edmonds, and seconded by Mr. Moody, to approve the minutes of <br />a Called Meeting of August 26, 2013, of a Called Meeting of August 27, 2013, and of a <br />Regular Meeting of August 27, 2013, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 375 -Presentation: <br />• Presentation of special lapel pins to newly appointed board and commission <br />members. <br />• Mayor Wright introduced Carter Kostler, inventor of Define Bottle. <br />- Public Hearing - <br />13-376 Public hearing to consider the proposed new fee schedule for the City's <br />Erosion and Sediment Control Program as referenced in Chapter 11 and <br />Appendix A of the Code of the City of Portsmouth, Virginia (2006). <br />There were no speakers. <br />13 - 377 -Public hearing on use permit applications: <br />(a) UP-13-10 CHURCHLAND -Alice Amory of Amory's Seafood II requests a use <br />permit to operate an entertainment establishment with live <br />entertainment at 6031 High Street. The Future Generalized Land <br />Use Map in the Comprehensive Plan calls for this area to be <br />developed as Commercial, and it is located within the Churchland <br />Community Activity Center. Vision Principle: A Robust Economy <br />for Working Men and Women. <br />There were no speakers. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-13-10 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />(b) UP-13-11 LONG POINT SUBDIVISION -Dana Harris requests a use permit <br />for a family child day care home at 4005 Ebbtide Lane for 12 <br />children aged 6 weeks old to 12 years of age. The Comprehensive <br />Plan's Generalized Future Land Use Map recommends low to <br />medium density single-family residential development. Vision <br />Principle: Lifelong Learning Community and Neighborhood and a <br />Sense of Community. <br />1. Dana Harris, 4005 Ebbtide Road, spoke in support of this item. <br />
