Motion by Mr. Meeks, and seconded by Mr. Edmonds, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION COMMITTING $30,952 IN FUNDS APPROPRIATED IN THE FY 2013- 14 CAPITAL IMPROVEMENTS FUND AS MATCHING FUNDS FORA $30,952 GRANT IN REVENUE SHARING FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION TOWARDS REHABILITATION OF THE PARADISE CREEK BRIDGE. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby commits the sum of $30,952, previously appropriated in the FY 2013-14 Capital Improvements Fund for bridge maintenance activities, as matching funds fora $30,952 grant in revenue sharing funds from the Virginia Department of Transportation towards the rehabilitation of the Paradise Creek Bridge." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 13 - 356 -Adoption of a resolution committing $1,000,000 in funds appropriated in the FY 2013-14 Capital Improvements Fund as matching funds fora $1,000,000 grant in Revenue Sharing funds from the Virginia Department of Transportation towards right of way clearance for the replacement of the Churchland Bridge (Northbound Lanes). Background: • The Replacement of the Churchland Bridge project is currently under design. • The VDOT Revenue Sharing Program provides an opportunity for localities to provide local funds to match state funds for priority projects. Discussion: • This project has previously received Revenue Sharing funds for design phase of this project. • Prior to construction, the project right of way must be cleared in accordance with VDOT standards and specifications. • The City of Portsmouth submitted a Revenue Sharing application for this phase of the Churchland Bridge Replacement project in October of 2012. • VDOT approved the City's application as part of its FY2013-2014 budget process. • Staff has received the project agreement from VDOT for execution. Financial Impact • The estimate for this project phase is approximately $2,000,000. • The City's matching share would be $1,000,000. Funding is available in the approved Capital Improvements Program.
