August 27, 2013 Next Steps Following Council Action: • Execute agreement with VDOT. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION COMMITTING $1,000,000 IN FUNDS APPROPRIATED IN THE FY 2013-14 CAPITAL IMPROVEMENTS FUND AS MATCHING FUNDS FOR A $1,000,000 GRANT IN REVENUE SHARING FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION TOWARDS RIGHT OF WAY CLEARANCE FOR THE REPLACEMENT OF THE CHURCHLAND BRIDGE (NORTHBOUND LANES). BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby commits the sum of $1,000,000, previously appropriated in the FY 2013-14 Capital Improvements Fund for bridge maintenance activities, as matching funds for a $1,000,000 grant in revenue sharing funds from the Virginia Department of Transportation towards the rehabilitation of the Churchland Bridge (Northbound Lanes)." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 13 - 357 -Adoption of a resolution committing $77,381 in funds appropriated in the FY 2013-14 Capital Improvements Fund as matching funds fora $77,381 grant in Revenue Sharing funds from the Virginia Department of Transportation towards rehabilitation of the Churchland Bridge (Southbound Lanes). Background: • The most recent inspection of the Churchland Bridge (Southbound Lanes) has revealed conditions that require maintenance repairs. • The VDOT Revenue Sharing Program provides an opportunity for localities to provide local funds to match state funds for priority projects. Discussion: • This project includes concrete repairs, pile repairs, replacement of the wearing surface, slope protection at abutments, guard/pedestrian rail repairs and miscellaneous steel repairs. • Maintenance projects are eligible for the Revenue Sharing Program if the matching funding source does not come from VDOT. • The City of Portsmouth submitted a Revenue Sharing application for this project to in October 2012. • VDOT approved the City's application as part of FY2013-2014 budget process. • The grant amount equals 26% of the funding requested in the application. Financial Impact • The estimate for this project is approximately $500,000. • VDOT is providing $77,381 in Revenue Sharing funds. The City's matching share would be $77,381. • Funding is available in the approved Capital Improvements Program for bridge maintenance activities. Recommended Action: • Adoption of the resolution.
