August 27, 2013 <br />Next Steps Following Council Action: <br />• Execute agreement with VDOT. <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION COMMITTING $1,000,000 IN FUNDS APPROPRIATED IN THE FY <br />2013-14 CAPITAL IMPROVEMENTS FUND AS MATCHING FUNDS FOR A <br />$1,000,000 GRANT IN REVENUE SHARING FUNDS FROM THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION TOWARDS RIGHT OF WAY CLEARANCE <br />FOR THE REPLACEMENT OF THE CHURCHLAND BRIDGE (NORTHBOUND <br />LANES). <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it <br />hereby commits the sum of $1,000,000, previously appropriated in the FY 2013-14 <br />Capital Improvements Fund for bridge maintenance activities, as matching funds for a <br />$1,000,000 grant in revenue sharing funds from the Virginia Department of <br />Transportation towards the rehabilitation of the Churchland Bridge (Northbound Lanes)." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 357 -Adoption of a resolution committing $77,381 in funds appropriated in <br />the FY 2013-14 Capital Improvements Fund as matching funds fora $77,381 <br />grant in Revenue Sharing funds from the Virginia Department of Transportation <br />towards rehabilitation of the Churchland Bridge (Southbound Lanes). Vision <br />Principles: Neighborhoods and a Sense of Community and a Robust Economy <br />for Working Men and Women. <br />Background: <br />• The most recent inspection of the Churchland Bridge (Southbound Lanes) has <br />revealed conditions that require maintenance repairs. <br />• The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br />Discussion: <br />• This project includes concrete repairs, pile repairs, replacement of the wearing <br />surface, slope protection at abutments, guard/pedestrian rail repairs and miscellaneous <br />steel repairs. <br />• Maintenance projects are eligible for the Revenue Sharing Program if the <br />matching funding source does not come from VDOT. <br />• The City of Portsmouth submitted a Revenue Sharing application for this project <br />to in October 2012. <br />• VDOT approved the City's application as part of FY2013-2014 budget process. <br />• The grant amount equals 26% of the funding requested in the application. <br />Financial Impact <br />• The estimate for this project is approximately $500,000. <br />• VDOT is providing $77,381 in Revenue Sharing funds. The City's matching <br />share would be $77,381. <br />• Funding is available in the approved Capital Improvements Program for bridge <br />maintenance activities. <br />Recommended Action: <br />• Adoption of the resolution.
