August 27, 2013 <br />Background: <br />• On March 12, 2012, City Council appropriated $200,000 to fund a Disparity Study <br />regarding minority and women-owned business enterprises. However, due to the <br />timing of the procurement and finalization of the contract, the funds were not expended <br />before the end of FY 2012-13 and therefore reverted to fund balance. The contract for <br />the study has been finalized the project is moving forward, and the funding must now be <br />re-appropriated in FY 2013-14. <br />Discussion: <br />• The $200,000 for the study was appropriated in the General Fund for FY 2012-13 <br />but the funds were not expended prior to the end of the fiscal year and cannot be <br />encumbered. <br />Financial Impact: <br />• The total appropriation for the study remains the same. The re-appropriation of <br />funds is needed due to the timing difference between when the funds were originally <br />appropriated and when the study will be completed. The attached ordinance <br />appropriates $200,000 from General Fund Unassigned (undesignated) Fund Balance to <br />the Procurement Division. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Efficient, Responsive Government. <br />Next Steps Following Council Action: <br />• Finance will complete the necessary budget adjustments. <br />Motion by Mr. Meeks, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE $200,000 IN THE FY 2013-14 GENERAL FUND <br />FROM THE FY 2013-14 GENERAL FUND UNASSIGNED FUND BALANCE FOR A <br />DISPARITY STUDY REGARDING MINORITY AND WOMEN-OWNED BUSINESS <br />ENTERPRISES." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 355 -Adoption of a resolution committing $30,952 in funds appropriated in <br />the FY 2013-14 Capital Improvements Fund as matching funds fora $30,952 grant <br />in Revenue Sharing funds from the Virginia Department of Transportation <br />towards rehabilitation of the Paradise Creek Bridge. Vision Principles: <br />Neighborhoods and a Sense of Community and a Robust Economy for Working <br />Men and Women. <br />Background: <br />• A recent inspection of the Paradise Creek Bridge has revealed conditions that <br />require maintenance repairs. <br />• The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br />Discussion: <br />• This project includes concrete repairs, repairs to piers and guardrails. <br />• Maintenance projects are eligible for the Revenue Sharing Program if the <br />matching funding source does not come from VDOT. <br />• The City of Portsmouth submitted a Revenue Sharing application for this project <br />to in October 2012. <br />• VDOT approved the City's application as part of FY2013-2014 budget process. <br />• The grant amount equals 26% of the funding requested in the application. <br />
