August 13, 2013 <br />Recommended Action: <br />• Adoption of a resolution to approve the FY14 Performance Contract for the <br />Department of Behavioral Healthcare Services. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Next Steps Following Council Action: <br />• If the FY14 Performance Contract is approved, then the Director of DBHS will <br />ensure DBHDS is notified that the Performance Contract was approved by City Council <br />as verified by the City Council Agenda minutes and Transmittal Notice. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION TO APPROVE THE FY 14 PERFORMANCE CONTRACT FOR THE <br />DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES. <br />WHEREAS, the Virginia Department of Behavioral Health and Developmental <br />Services, formerly titled the Virginia Department of Mental Health, Mental Retardation <br />and Substance Abuse Services, annually issues a performance contract to each local <br />community services board (CSB) specifying the services to be rendered by the CSB for <br />the next fiscal year relative to funding budgeted; and <br />WHEREAS, the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services' FY 14 Performance Contract by September 15, 2013. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br />Services' FY 14 Performance Contract." <br />Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry <br />Nays: None <br />13 - 335 -Adoption of resolutions amending the Vision Principles and the Rules <br />of Order and Procedure for the Portsmouth City Council. Vision Principle: Bold <br />New Directions. <br />Background: <br />• City Council meetings are conducted under rules adopted by Council. From time <br />to time, Council amends these rules to improve the conduct of meetings. The rules <br />were last amended on December 13, 2011. <br />Discussion: <br />• At its recent Retreat, City Council determined that its Rules of Order and <br />Procedure needed to be amended to accomplish the following purposes: <br />• Divide the Rules into those governing City Council meetings and those governing <br />non-meeting matters. <br />• Include the City Assessor and the City Auditor in the list of appointees, define <br />their roles at meetings, and clarify their required attendance at Council meetings. <br />• Remove the requirement that the City Clerk, City Manager, and City Attorney be <br />seated to the immediate right of the Presiding Officer. <br />• Established a requirement that City Council evaluate and discuss their <br />evaluations with each appointee in June of each year. <br />Financial Impact: <br />• None. <br />Recommended Action: <br />• Adoption of the resolution is recommended.
