August 13, 2013 <br />Background: <br />• The City of Portsmouth has received a grant from DCJS for continuation funding <br />of the Victim Witness Grant, administered by the Commonwealth's Attorney's Office. <br />• This grant program has grown over the last 20 years to comprise six full-time <br />appointees who served over 1600 victims last year. <br />• This program provides for comprehensive information and direct services to <br />crime victims and witnesses. <br />Discussion: <br />• The Victim Witness Grant will provide for six full-time appointees dedicated 100% <br />to the Grant's objectives. <br />• It is estimated that this program will serve in excess of 1850 victims annually. <br />Financial Impact: <br />• There is no cash match required of the City. <br />Staff Recommends: <br />• Adoption of proposed ordinance. Vision Principle: Neighborhoods and a Sense <br />of Community. <br />Next Steps Following Council Action: <br />• The continuation of our Victim Witness Program focusing on serving victims of <br />crime in our City. <br />Motion by Ms. Randall, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $323,872 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2013-14 GRANTS FUND FOR USE BY <br />THE COMMONWEALTH'S ATTORNEY'S OFFICE FOR THE VICTIM WITNESS <br />PROGRAM." <br />Ayes: Edmonds, Meeks, Moody, Psimas, Randall, Cherry <br />Nays: None <br />13 - 334 -Adoption of a resolution approving the FY 2013-14 Performance <br />Contract for the Department of Behavioral Healthcare Services. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />Background: <br />• The Code of Virginia requires that local government approve the FY14 <br />Performance Contract no later than September 15, 2013. This is an annual <br />requirement. <br />Discussion: <br />• The Department of Behavioral Health and Developmental Services (DBHDS), <br />issues a performance contract to each Community Services Board (CSB) on an annual <br />basis. The Performance Contract specifies the services to be rendered for the next <br />fiscal year relative to budgeted funding committed to each CSB for the funding period. <br />• City Council annually approves the Department of Behavioral Healthcare <br />Services (DBHS) budget during the City's operating budget process. The Performance <br />Contract displays this budget in the format required by the State. <br />Financial Impact: <br />• The City must approve the Performance Contract in order to receive allocations <br />of State and Federal funds, or amounts subsequently revised by, or negotiated with the <br />DBHDS Office of Community Contracting. The projected state and federal allocations <br />for FY14 are $5,279,649 and $1,174,820. <br />
