May 12, 1987 <br /> <br /> WHEREAS, Charles E. Willett, Sr., o~er of Trans-shore <br />&Csmpa~ysubmitted a bid to purchase said property for the sum of <br />Eleven Thousand Fifty Five Dollars eighty one cents ($11,0~5.81' <br />and, within twelve months from the date of closing, to develop <br />said property for a 3,000 square foot office and warehouse <br />facility with a projected investment of Seventy Five Thousand <br />Dollars ($75,000.00); and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems it to <br />be in the best interest of the City to accept said bid pursuant <br />to the terms herein-stated. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby <br />authorized to enter into a development agreement with Charles E. <br />Willett, Sr., to purchase the hereinafter-described real property <br />and develop the same in accordance with the terms of the bid of <br />Mr. Willett, and such other terms and conditions as the City Manag~ <br />and its City Attorney may deem appropriate. Said property being <br />described as follows: <br /> <br /> All those certain pieces or parcels Of land, <br />situate, lying and being in the City of Portsmouth, <br />Virginia, bounded and described as follows: beginning <br />at the southeastern intersection of Wesley Street and <br />Industrial Avenue; thence south along Industrial Avenue <br />approximately 78' to a point; thence east 100' to a <br />point; thence north and parallel with Industrial <br />Avenue approximately 78' to the southern boundary <br />of Wesley Street; thence along the southern <br />boundary of Wesley Street approximately 100' to <br />the point of begznning. Said parcel containing <br />7,841 square feet. <br /> <br /> BE ~T FURTHER RESOLVED that the City Manager be, and he hereb <br />is, authorized to sign such agreements, deeds or other documents <br />as may be necessary to complete this transaction." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holl¢ <br />Nays: None <br /> <br /> 87-217 Letter from the City Manager recommending adoption <br />of a motion to refund overpayment and duplicate payments of Real <br />Estate Taxes as follows: <br /> <br />$141.99 (without interest) to <br />Jefferson B. Brown <br /> <br />$216.44 (without interest) to <br />Comprehensive Marketing Systems, Inc. <br /> <br />$189.37 (without interest) to Ching-hau Lu <br /> <br />$288.43 (without interest) to Lawrence Outten <br /> <br /> "The City Treasurer is requesting refunds (without <br />for duplicate payment of Real Estate Taxes, as follows: <br />above) <br /> <br />interest) <br />(See list <br /> <br /> I recommend that this motion be adopted and these refunds <br />granted." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, that the refum <br />be granted (without interest, as requested, and was adopted by <br /> <br /> <br />
