<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that the City Manager be, and he hereby is,
<br />authorized to sign an easement agreement with the City of Chesapeake
<br />Virginia, to provide for the installation, operation, repamrmng,
<br />replacing, maintenance and inspection of a water transmission line
<br />over, uRder and across the hereinafter-described property, to-wit:
<br />
<br /> All that certain parcel of land, situate, lying
<br /> and being in the City of Chesapeake, Virginia, designated
<br /> as the property of the City of Portsmouth, Virginia, as
<br /> shown on that certain plat entitled, "Plat Showing IS'
<br /> Waterline Easement To Be Acquired By The City Of
<br /> Chesapeake, Virginia From City ©f Portsmouth", dated
<br /> February, 1987, prepared by John E. Sirine & Associates,
<br /> Ltd., a copy of said plat being attached hereto."

<br /> 87-216 Letter from the City Manager recommending adoption of
<br />a resolution accepting the bid of Charles E. Willett, Sr., to
<br />~urchase City-owned property at the intersection of Wesley Street
<br />~nd Industrial Avenue; authorizing the City Manager to sign a
<br />ievelopment agreement and deed pursuant thereto.

<br /> "In March, 1987, the Economic Development Department advertise~
<br /> a Request for Proposals to purchase and developr three City-owned
<br /> parcels in Port Norfolk for industrial use.
<br />
<br /> Mr. Charles E. Willett, Sr., a freight terminal operator, made
<br />~he only proposal received. Mr. Willett proposes to purchase a
<br />7,841 square foot parcel on Wesl2F Street to build a 3,000 wquare
<br />foot office/warehouse facility fo~ his business, Trans-shore Compan~
<br />(See Parcel A on attached map.) Mr. Willett proposes to pay S1.41
<br />square foot for the property versus the minimum asking price of
<br />S1.25/square foot. The other proposed terms are detailed on the
<br />attached summary.

<br /> Mr. Willett's proposal would bring $75,000 in investment, and
<br /> ~hree new full time and two part-time jobs to the City. The sale
<br /> uld also take land which has long been tax-exempt and vacant,
<br />and return it to ~he tax rolls and productive use. Consequently, I
<br />recommend that City Council authorize sale of this property to the
<br />Trans-shore Company.

<br /> I recommend that City Council approve the attached resolution
<br />prepared by the City tttorney to authorize this sale."

<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following
<br />resolution was adopted, and by the following vote:
<br />
<br /> "A RESOLUTION ACCEPTING THE BID OF CHARLES E. WILLBTT, SR.,
<br /> TO PURCHASE CITY-OI~NED PROPERTY AT THE INTERSECTION OF
<br /> WESLEY STREET AND INDUSTRIAL AVENUE: AUTHORIZING THE CITY
<br /> MANAGER TO SIGN A DEVELOPMENT AGREEMENT AND DEED PURSUANT
<br /> THERETO.
<br />
<br /> WHEREAS, the City ox~ns certain hereinafter-described real
<br />property at the intersection of Wesley Street and Industrial Avenue
<br />which property ms no longer required for public purposes and is,
<br />hereby, declared to be excess property; and
<br />
<br /> WHEREAS, said property has been advertised for sale for
<br />development as an industrial use; and
