On motion of Mr. Simpson and seconded by Mrs, Lucas, the <br />following ordinance was adopted on first and final reading and by <br />the following vote: <br /> <br />"AN ORDINANCE TO ADOPT THE CITY OF PORTSMOUTH, VIRGINIA <br />CLASSIFICATION AND PAY PLAN TO BE EFFECTIVE JULY 1, 1987.' <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Wehb, Holley <br />Nays: None <br /> <br /> 87-215 Letter from the City Manager recommending adcption of <br />a resolutmon authorizing the City Manager to grant a utility ease- <br />ment located adjacent to Military Highway to the City of Chesapeake <br /> <br /> "The City of Chesapeake, through Mr. Terry Burt, Assistant <br />City Attorney, has requested that the City of Portsmouth grant a <br />utility easement for property we own adjacent to Military Highway. <br />According to Ms. Burt, the purpose of the easement would be to <br />allow Chesapeake's Public Utilities Department to cross Portsmouth <br />owned property (water main) with its own utility water lines. <br />According to our Public Utilities Director, Mr. James R. Spacek, <br />the water lines will connect Chesapeake's.new Bowers Hill's wells <br />with their distribution system. <br /> <br /> Mr. Spacek, working closely with the City Attorney's Office <br />has prepared an agreement which establishes a price of $1.50 per <br />square foot for the easement. The total cost as calculated by <br />Mr. Spacek would be $1,434. <br /> <br /> The City Attorney has drafted the attached resolution which <br />authorizes the City to enter into the agreement for the easement <br />with the City of Chesapeake. Based upon the positive recommenda- <br />tion of Mr. Spacek, I, therefore, recommend Council approval of <br />the easement in the amount of $1,434." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Simpson, the follo~ <br />lng resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AN <br />EASEMENT AGREEMENT WITH THE CITY OF CHESAPEAKE FOR <br />INSTALLATION OF A HATER TRANSMISSION LINE (Military <br />HIGHWAY). <br /> <br /> WHEREAS, the City of Chesapeake has requested permission to <br />install a water transmission line on property owned by the City <br />of Portsmouth adjacent to the Military Highway in the Bowers Hill <br />area; and <br /> <br /> ~, the City of Chesapeake has agreed to install said <br />water transmission line in accordance with plans to be approved <br />by the City of Portsmouth and to hold the City of Portsmouth harm- <br />less from any damage to its water transmission lines located in <br />the same area; and <br /> <br /> WHEREAS, the price for granting of said easement shall <br />dollar fifty centslC$1.50[ per square foot, for a total of <br />$1,434.00. <br /> <br />be one <br /> <br /> <br />
