May 28, 2013 <br />Background: <br />• Virginia Emergency Medical Services Regulations (12VAC5-31) & Virginia Code <br />§ 15.2-955 requires that private medical transport businesses receive an ordinance or <br />resolution from the governing body of each locality where the agency maintains an <br />office, stations an EMS vehicle for response within a locality. This ordinance or <br />resolution must specify the geographic boundaries of the agency's primary service area <br />within the locality. <br />• In April 2012, the President for American Lifeline Medical Transport Inc. <br />requested approval to operate as anon-emergency transport service provider within the <br />City of Portsmouth. <br />Discussion: <br />• Fire Chief Beck Barfield has reviewed and approved the application for American <br />Lifeline Medical Transport Inc. to provide certain non emergency transport services <br />within the City of Portsmouth with the conditions as follows: <br />• American Lifeline Medical Transport Inc. agrees to limit its transport business to <br />that of non-emergency transports at all times when operating within the City of <br />Portsmouth. <br />• The American Lifeline Medical Transport Inc. agrees that it will not attempt to <br />provide nor respond to emergency situations (commonly known as "911" calls) within <br />the City, unless requested by the Portsmouth Fire Rescue and Emergency Services <br />Department (PFRES) through a mutual aid agreement. <br />• American Lifeline Medical Transport Inc. agrees that in the normal course of their <br />transport business, while within the City of Portsmouth, if they become aware of an <br />emergency situation, they will report it immediately to the City of Portsmouth's dispatch <br />center to be handled by PFRES. <br />• American Lifeline Medical Transport Inc. agrees to maintain to a Virginia <br />Department of Health Office of EMS Agency License and required business license as <br />required by the Code of Virginia. <br />Financial Impact: <br />• There is no financial impact to the City of Portsmouth. <br />Staff Recommends: <br />• Adoption of a resolution. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• A copy of City Council's resolution will be sent to Virginia Office of EMS and to <br />Med 1 Inter-Facility Care for inclusion in their application for EMS Agency License. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION GRANTING APPROVAL FOR AMERICAN LIFELINE MEDICAL <br />TRANSPORT, INC., TO PROVIDE CERTAIN TRANSPORT SERVICES WITHIN THE <br />CITY OF PORTSMOUTH. <br />WHEREAS, Section 15.2-955 of the Code of Virginia provides that no <br />organization shall provide emergency medical services (EMS) without the prior approval <br />by resolution of the local governing body; and <br />WHEREAS, Virginia Administrative Code regulations, specifically 12 VAC 5-31- <br />420, also require that an EMS agency receive an ordinance or resolution from the <br />governing body of each locality where the agency maintains an office or stations an <br />EMS vehicle for response within a locality; and <br />WHEREAS, American Lifeline Medical Transport, Inc., a private emergency <br />medical services agency, desires a resolution supporting a state license to provide <br />certain medical transport services in the City of Portsmouth, Virginia. <br />
