May 28, 2013 <br />Discussion: <br />• The public property in Sugar Hill is in fragmented ownership and consolidation <br />will allow one public entity a greater degree of control in determining future use and <br />more flexibility in responding to public or private proposals for that use. <br />• Consolidated ownership will allow for greater efficiency in the ongoing <br />maintenance of the properties. <br />• The primary responsibility of PPIC is the promotion and development of <br />Portsmouth's maritime industry related assets. These properties do not have bearing on <br />that. <br />Financial impact: <br />• Neither the properties owned by PPIC nor those owned by the City are currently <br />taxable so there is no change in this status and no revenues are lost. PPIC currently <br />budgets $8,292 annually to maintain its lots. This includes $92.00 per year for <br />insurance and $8,200 for grass cutting. The City would assume this expense. The total <br />cost may be somewhat less than $8,292 due to potential operating efficiencies. <br />Recommended Action: <br />• Adopt the attached resolution. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Complete the real estate transaction. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION ACCEPTING TITLE TO VARIOUS PROPERTIES OWNED BY THE <br />PORTSMOUTH PORT AND INDUSTRIAL COMMISSION IN THE SUGAR HILL <br />SECTION OF THE CITY. <br />WHEREAS, the Portsmouth Port and Industrial Commission ("PPIC") in past <br />years acquired various parcels of land in the Sugar Hill section of the City for a <br />proposed marina and waterfront development; and <br />WHEREAS, the proposed development is no longer viable, and the PPIC has no <br />further need for the property; and <br />WHEREAS, the City of Portsmouth owns parcels of land in Sugar Hill and is <br />willing to accept ownership of PPIC's parcels. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that it is willing to accept ownership of the subject parcels of land in Sugar Hill <br />from the Portsmouth Port and Industrial Commission. <br />BE IT FURTHER RESOLVED that the City Manager and the City Attorney be, <br />and they hereby are, authorized to take such measures as are necessary to complete <br />the transfer of ownership from the Commission to the City." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br />13 - 225 -Adoption of a resolution granting approval for American Lifeline <br />Medical Transport, Inc., to provide certain transport services within the City of <br />Portsmouth.
