May 14, 2013 <br />Discussion: <br />• As for the Portsmouth Public Schools, Council will consider a standalone <br />ordinance to appropriate all of funding necessary for Portsmouth Public School 2013- <br />2014Budget, and this ordinance will appropriate the funds on by category. <br />• The Ordinances necessary to adopt and implement the FY 2013-14 Operating <br />Budget are attached to this report for City Council action as follows: <br />a. An ordinance to amend and re-enact Ordinance No 2012-17 to impose and levy <br />taxes for the Fiscal Year beginning July 1, 2013 and ending June 30, 2014, on <br />real estate, tangible personal property, privately-owned pleasure boats, privately- <br />owned camping trailers and motor homes, and machinery and tools with the City <br />of Portsmouth, for the purpose of raising revenue for the support of governmental <br />operations, and the public free schools, and to pay principal and interest on the <br />public debt. <br />b. Adoption of an ordinance adopting the FY2014 Classification and Pay Plan for <br />the Employees of the City of Portsmouth, Virginia that includes: (a) 3% general <br />wage increase for full-time general employees, Constitutional Officers and their <br />employees; (b) one-step increase in accordance with the Sworn Personnel <br />Salary Schedule in Section 10(B) for sworn Fire and Police employees effective <br />on their continuous service date following July 1, 2013; and (c) 1.5% adjustment <br />of retirement allowances as prescribed in Sections 30-122 and 30-243 of the <br />Code of the City of Portsmouth, Virginia. <br />c. Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase fees for ambulance services authorized <br />by Chapter 13 of said Code. <br />d. Adoption of an ordinance to amend Section 19-150(1) of Chapter 19 and <br />Appendix A of the Code of the City of Portsmouth, Virginia (2006) to establish or <br />modify admission fees for the Children's Museum of Virginia. <br />e. Adoption of an ordinance to amend Section 25-148(c) of Chapter 25 of the Code <br />of the City of Portsmouth, Virginia (2006) pertaining to the setting of golf fees. <br />f. Adoption of an ordinance to amend Section 27-7 of Chapter 27 and Appendix A <br />of the Code of the City of Portsmouth, Virginia (2006) to establish a fee for a <br />concealed handgun permit. <br />g. Adoption of an ordinance to appropriate $388,809,371 for the operation of City <br />government during the fiscal year beginning July 1, 2013. <br />Financial Impact: <br />• By Virginia law, the operating budget must be in balance, with estimated <br />revenues and other funding sources equaling appropriations. The Proposed Operating <br />Budget for fiscal year 2014 complies with this law. <br />Recommended Action: <br />• Adoption of the attached ordinances to adopt and implement the 2013-2014 <br />Operating and Capital Budgets. Vision Principles: A Robust Economy for the Working <br />Men and Women, Lifelong Learning Community, Neighborhoods and A Sense of <br />Community, Effective, Responsive Government, Pride of Past. <br />Next Steps Following Council Action: <br />• The City Manager will cause the implementation of the adopted budgets effective <br />July 1, 2013. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />13-207(A) <br />"ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2012-17 TO IMPOSE <br />AND LEVY TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 2013 AND <br />ENDING JUNE 30, 2014, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, <br />PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING <br />TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE <br />CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE <br />FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE <br />SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT." <br />
