May 14, 2013 Discussion: • As for the Portsmouth Public Schools, Council will consider a standalone ordinance to appropriate all of funding necessary for Portsmouth Public School 2013- 2014Budget, and this ordinance will appropriate the funds on by category. • The Ordinances necessary to adopt and implement the FY 2013-14 Operating Budget are attached to this report for City Council action as follows: a. An ordinance to amend and re-enact Ordinance No 2012-17 to impose and levy taxes for the Fiscal Year beginning July 1, 2013 and ending June 30, 2014, on real estate, tangible personal property, privately-owned pleasure boats, privately- owned camping trailers and motor homes, and machinery and tools with the City of Portsmouth, for the purpose of raising revenue for the support of governmental operations, and the public free schools, and to pay principal and interest on the public debt. b. Adoption of an ordinance adopting the FY2014 Classification and Pay Plan for the Employees of the City of Portsmouth, Virginia that includes: (a) 3% general wage increase for full-time general employees, Constitutional Officers and their employees; (b) one-step increase in accordance with the Sworn Personnel Salary Schedule in Section 10(B) for sworn Fire and Police employees effective on their continuous service date following July 1, 2013; and (c) 1.5% adjustment of retirement allowances as prescribed in Sections 30-122 and 30-243 of the Code of the City of Portsmouth, Virginia. c. Adoption of an ordinance to amend Appendix A of the Code of the City of Portsmouth, Virginia (2006) to increase fees for ambulance services authorized by Chapter 13 of said Code. d. Adoption of an ordinance to amend Section 19-150(1) of Chapter 19 and Appendix A of the Code of the City of Portsmouth, Virginia (2006) to establish or modify admission fees for the Children's Museum of Virginia. e. Adoption of an ordinance to amend Section 25-148(c) of Chapter 25 of the Code of the City of Portsmouth, Virginia (2006) pertaining to the setting of golf fees. f. Adoption of an ordinance to amend Section 27-7 of Chapter 27 and Appendix A of the Code of the City of Portsmouth, Virginia (2006) to establish a fee for a concealed handgun permit. g. Adoption of an ordinance to appropriate $388,809,371 for the operation of City government during the fiscal year beginning July 1, 2013. Financial Impact: • By Virginia law, the operating budget must be in balance, with estimated revenues and other funding sources equaling appropriations. The Proposed Operating Budget for fiscal year 2014 complies with this law. Recommended Action: • Adoption of the attached ordinances to adopt and implement the 2013-2014 Operating and Capital Budgets. Next Steps Following Council Action: • The City Manager will cause the implementation of the adopted budgets effective July 1, 2013. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: 13-207(A) "ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2012-17 TO IMPOSE AND LEVY TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 2013 AND ENDING JUNE 30, 2014, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS AND TO PAY PRINCIPAL AND INTEREST ON THE PUBLIC DEBT."
