May 14, 2013 <br />At a Regular Meeting of the City Council on Tuesday, May 14, 2013, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Pastor Charles Kelly opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of April 22, 2013, of a Called Meeting of April 23, 2013, and of a <br />Regular Meeting of April 23, 2013, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />13 - 207 -Adoption of the following ordinances pertaining to the FY 2013-14 <br />Operating Budget. Vision Principles: A Robust Economy for the Working Men <br />and Women, Lifelong Learning Community, Neighborhoods and a Sense of <br />Community, Effective, Responsive Government, and Pride of Past. <br />a. Adoption of an ordinance to amend and re-enact Ordinance No. 2012-17 to <br />impose and levy taxes for the fiscal year beginning July 1, 2013 and ending <br />June 30, 2014, on real estate, tangible personal property, privately-owned <br />pleasure boats, privately-owned camping trailers and motor homes, and <br />machinery and tools within the City of Portsmouth, Virginia, for the <br />purpose of raising revenue for the support of governmental operations and <br />the public free schools and to pay principal and interest on the public debt. <br />b. Adoption of an ordinance adopting the FY 2013-14 Classification and Pay <br />Plan for employees of the City of Portsmouth, Virginia. <br />c. Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase fees for ambulance services <br />authorized by Chapter 13 of said Code. <br />d. Adoption of an ordinance to amend Section 19-150(1) of Chapter 19 and <br />Appendix A of the Code of the City of Portsmouth, Virginia (2006) to <br />establish or modify admission fees for the Children's Museum of Virginia. <br />e. Adoption of an ordinance to amend Section 25-148(c) of Chapter 25 of the <br />Code of the City of Portsmouth, Virginia (2006) pertaining to the setting of <br />golf fees. <br />f. Adoption of an ordinance to amend Section 27-7 of Chapter 27 and <br />Appendix A of the Code of the City of Portsmouth, Virginia (2006) to <br />establish a fee for a concealed handgun permit. <br />g. Adoption of an ordinance to appropriate $388,809,371 for the operation of <br />City government during the fiscal year beginning July 1, 2013. <br />Background: <br />• On April 2, 2013, the City Manager presented the Proposed FY 2013-14 <br />Operating Budget and Capital Improvement Program (CIP) to City Council. Council <br />discussed the proposed budget and CIP in various Work Sessions during April and <br />May, and City Council held public hearings on the proposals on April 9 and April 23. <br />City Council needs to adopt the attached ordinances in order to approve the budget and <br />appropriate the funds necessary to implement the same. <br />
