In accordam~e with the Professional Procurement
Guidelines, the City Selection Committee chose the consulting firm
of Talbot and Associates~TD. to complete the design plans.

The first phase of this project is scheduled to be bid in
December 198- and the second phase gas shown on the attached map)
is not scheduled until 1991. It is requested that City CounciI
appropriate th~ funds for the design contract for the first and
second phases. The total construction cost is estimated at approxi-
mately $1.8 million, and the first phase is estimated to cost appro~
imately $600,000. The increase in cost over that indicated in the
Capital Improvement Program is due to the need to replace deterio-
rated water and sewer lines~ The sewer in Worden Street was also
added to Phase I because of cave-ins.

The total design cost for Phases I and II is S14S,000. Ibis
includes survey control and estimated amounts for soil borings,
utlity location, and easement plats. The design cost is ~n line
with published State guidelines for engineering costs. The City
Engineer recommends approval of the design contract and appropria-
tion of $145,000.

Therefore, I recommend approval to award the design contract
to Talbot and Associates, LTD. and appropriation of $145,000.'

On motion of Mr. G~y and seconded by Mrs. Webb, the following
ordinance was adopted on first reading; award of contract to Talbot
and Associates, LTD, as recommended, and was adopted by unanimous
vote.

"AN ORDINANCE TO APPROPRIATE $145,000 FROM THE CAPITAL
IMPROVEMENT FUND FOR ENGINEERING AND DESIGN FOR STREET,
DRAINAGE AND UTILITY IMPROVEMENTS IN THE CRADOCK GARDENS
AREA."

87-2~7 Letter from the City Manager recommending adcption of
an ordinance to appropriate $405,000 from the Capital Improvement
Fund for installation of curb and gutter, sidewalks and paving for
Mimosa Road from Lamper Road to Elmhurst Lane and award of contract

"%he 1986-91 Capital Improvement Program allocates funds for
Mimosa Road Street Improvements.
