S. Congress has terminated the General <br />~enue Sharing Program to states and local{ties. Along with the <br />zermlnation of this very important program,~ the Treasury Department <br /> issued regulations that require the exneditious utilization of <br />zhe remaining funds. <br /> <br /> In order to use the available funding, I am recommending that <br /> 6R0,336 of previously allocated projects funded through the General <br /> 'enue Sharin~ program ~e reprogrammed. The allocstion is recom- <br /> fended to be used to defray the cos~ as~s,oc~t~e~d w~th Phase II of <br /> ortCentre ($560,715)~and for the St~eetscape program at Bart and <br />;outh Streets ~$12~621). In additiD~]~, I am recommending that <br />$250,000 in interest earned from the Revenue Sharing Trust Fund be <br />~llocated towards t~e Phase II PortCentre project. The attached <br />~nclosure outlines the specific Frojects to be modified. <br /> <br /> With the termination of the Revenue Sharing Program coupled <br /> th modi£ications to the tax laws pertaining to the use of General <br /> ation Bond proceeds, the federal government has dealt localiti~ <br /> severe financial blow. Future projects in attracting and <br /> ~strial, commercial and residential developers will become more <br /> cult as will finding the resources to fund projects no~ having <br /> twenty year life expectancy. This impact will be reflected in <br /> ~87-~2 Capital Improvement Proyram that I will be recommending <br /> <br /> <br />
